L <br />Cityot <br />Louisville <br />COLORADO • SINCE 1878 <br />BUSINESS RETENTION AND <br />DEVELOPMENT COMMITTEE <br />SUBJECT: <br />DATE: <br />DISCUSSION OF CERTIFICATES OF OCCUPANCY <br />NOVEMBER 3, 2014 <br />PRESENTED BY: AARON DEJONG, ECONOMIC DEVELOPMENT <br />SUMMARY: <br />The BRaD Committee requested an outline of the requirements needed for a Certificate <br />of Occupancy and a discussion with Planning and Building Safety and Economic <br />Development staff regarding the potential use of temporary Certificates of Occupancy to <br />accelerate the construction approval process. <br />DISCUSSION: <br />The Certificate of Occupancy is the primary tool the City has to ensure a project has <br />satisfied the City's public improvements, zoning code, and building code requirements. <br />The following items are required prior to the City issuing a Certificate of Occupancy. <br />Public Improvements <br />Construction Acceptance from the Public Works Department <br />A. The required public improvements are built to meet City Standards as verified <br />B. As -built drawings for the public improvement are provided <br />C. Elevation / Drainage Certificates for storm water improvements are provided <br />D. City utility connections are verified (water /sewer) <br />Zoning Code Requirements <br />Development Agreement compliance as verified by the Planning Division <br />A. Recordation of documents <br />B. Payment of documented fees <br />Design Standard verification from the Planning Division <br />A. Parking <br />B. Landscaping and Plant Materials <br />C. Lighting <br />D. Mechanical Equipment Screening <br />E. Architectural Details <br />Note the Planning Division may accept a landscape guarantee in lieu of final landscape <br />verification in order to grant a CO. <br />Building Code Compliance <br />Compliance with the 2012 International Building Codes as verified by the Building <br />Safety Division <br />A. Passing Final Fire Department Inspection <br />B. Passing Final Health Inspection by the Boulder County (as needed) <br />7 <br />
