Parks and Recreation Director Stevens explained it was <br />approved in the 2015 budget. <br />Council member Loo addressed the fiscal impact in the staff report, which indicates a <br />grow -in period through June 21, 2014 and inquired if it should not be 2015. Parks and <br />Recreation Director Stevens confirmed it should be 2015. <br />MOTION: Council member Loo moved to approve the Third Amendment to the <br />Standard Form of Agreement between the City and Landscapes Unlimited to include <br />Phase IV, grow -in period in the amount of $334,423 for 2015, seconded by Council <br />member Keany. Roll call vote was taken. The motion passed by a vote of 7 -0. <br />APPROVAL OF 2015 LEGISLATIVE AGENDA <br />Mayor Muckle requested a staff presentation. <br />Deputy City Manager Balser addressed the Louisville Legislative Agenda for the <br />upcoming 2015 General Assembly to be included in a 2015 Legislative Pamphlet. The <br />pamphlet will be distributed to the Boulder County legislators at the City's legislative <br />breakfast, scheduled for December 18, 2014, 7:30 a.m. at the Louisville Public Library. <br />She noted the following additions: 1) Additional local authority for the Local Liquor <br />Authorities and specific licenses that are currently solely regulated by the State and 2) <br />The potential for telecommunications related to SB 152 provisions, to provide more <br />flexibility for public /private partnerships. Staff requested feedback on the 2015 <br />Legislative Agenda for formal inclusion in the 2015 Legislative Pamphlet. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton addressed the Energy and Environment section and <br />recommended at the last sentence of the opening paragraph be amended to read: <br />"However, the City does not support State or Federal programs that place an <br />unreasonable financial burden on municipalities or individuals." He also recommended <br />in the Potential Telecommunications Legislation section, the City's position should be <br />detailed about clearing obstacles to allow the City to take advantage of opportunities <br />with potential providers. <br />Council member Stolzmann referred to Mayor Pro Tem Dalton's first comment about <br />Energy and Environment and suggested wording it in a positive way, such as pro- active <br />measures the State could make to assist in financial burdens placed on the public. <br />Mayor Muckle was supportive of the suggested changes and of the Legislative Agenda. <br />MOTION: Mayor Muckle moved to approve the amended 2015 Legislative Agenda, <br />seconded by Mayor Pro Tem Dalton. All were in favor. <br />
