CITY ATTORNEY'S REPORT
No items to report.
City Council
Meeting Minutes
December 2, 2014
COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF
FUTURE AGENDA ITEMS
Mayor Muckle reported the Mayors and Commissioners Coalition (MCC) is working on
buses and other items related to US 36.
Council member Stolzmann updated Council on the DRCOG meeting, relative to the
funding of transportation projects. This includes the Transportation Improvement Plan or
TIP first phase funding, rankings and specific criteria which will come before the
DRCOG Board in December for approval. The second phase provides for a more
equitable process according to the criteria. She explained the significant issue is how
regional equity is counted such as whether all transportation money or just DRCOG
transportation money is included in the calculation. She stated the City and County are
supporting a broader view of transportation money in order to determine how much
money is captured for different areas. She will support the broader view of distribution
of transportation money.
Deputy City Manager Balser explained the City's project was not funded during the first
phase, but staff is hopeful for funding during the second phase. The City's project is the
section of Highway 42 from Pine Street to South Boulder Road. The Transportation
Advisory Committee (technical staff) will put funding scenarios together for potential
projects.
Mayor Muckle inquired if the Highway 42 project is funded in the second phase, would it
require a matching amount by the City. Deputy City Manager Balser explained the
entire project is $8.6 Million and the matching amount would be 20 %. Also through
conversation with Boulder County there is $3.5 Million available through the County
transportation tax that may also be available. She explained the funding would be
available in 2017, 2018 and 2019.
City Manager Fleming addressed a potential future agenda item. He explained several
Council members expressed concern whether the City should continue to maintain a
marked crosswalk at McCaslin and Washington. He did communicate with a resident,
who had expressed concern. He inquired if Council would like to see this matter on an
agenda in January.
Mayor Muckle and Council member Leh supported this discussion at a January
meeting. Council member Leh explained residents in Ward I and. other Wards have
expressed concern.
