Arts and Humanities Council and the Louisville Art <br />Association to coordinate usage of the Community <br />Building at 801 Grant St. The agreement gives <br />priority usage of the building to the above <br />mentioned groups. Community Services would <br />maintain a master schedule of the building and the <br />facility would be available for community usage <br />when not scheduled by the Arts and Humanities <br />Council and the Art Association. <br />Sackett moved to authorize the Mayor to sign the attached <br />agreement with the Louisville Arts & Humanities Council and the <br />Louisville Arts Association, seconded by Hornbostel. All in <br />favor . <br />DISCUSSION/DIRECTION - OPEN GOVERNMENT RESOLUTION <br />Carnival: As you are all aware MTDC held a public hearing on <br />October 15, 1990 to discuss including W-470 in a <br />regional 20 year transportation plan. At that <br />meeting, without direction from this board, Mr. <br />Davidson and Ms. Hornbostel represented themselves <br />as Councilmembers from the City of Louisville and <br />opposed including W-470 in the 20 year plan. Based <br />on the Resolution for Open Government initiated by <br />Councilwoman Hornbostel and because there is no <br />clear direction from the citizens of Louisville I <br />chose not to speak at this hearing. I believe it <br />was totally inappropriate for Tom and Margaret to <br />represent that the City of Louisville opposes <br />including W-470 in the MTDC plan and ask that our <br />city attorney look at whether the Resolution for <br />Open Government was violated by this action. <br />Mayor Fauson asked for public comments. <br />Tom Mayer, 580 Wildrose Way, Louisville, Colorado. <br />Mayer stated he was at the same meeting as Councilwomen <br />Hornbostel and Councilman Davidson and did not feel that they <br />were representing the City of Louisville when they spoke. <br />Brand: Felt that there is a concern about the open <br />government resolution that was presented by <br />Councilwoman Hornbostel at the February 6th <br />meeting. She had listened to the tapes of the <br />meeting and no where on the tape could she find a <br />motion to adopt the resolution. <br />Howard: Stated that since Councilman Davidson was away on <br />a business trip he had asked if he would please <br />have time at the November 20th meeting to speak on <br />this matter. <br />Hornbostel: I introduced the resolution to Open Government.
