She was comfortable with the calculation based on the <br /> space used (Method 5). <br /> City Manager Fleming explained looking purely at the space devoted to each activity at <br /> the City Services Facility, the Water Fund should be increased; the Wastewater Fund <br /> reduced; Open Space and Parks increased; Storm Water increased and the amount <br /> coming from the general Capital Projects Fund should be reduced. With respect to the <br /> FTE's, it represents percentages in the total FTE allocation. Method 5 averages the <br /> allocation and Method 6 is the current allocation for the likely use of the facility. He <br /> stated there are significant fiscal implications if the allocations are changed. Revising <br /> the allocation based on the numbers would negatively impact the OS&P Fund and <br /> indirectly the General Fund because transfers would be necessary to maintain reserves <br /> in the OS&P Fund. <br /> Council member Stolzmann stated it is important to think of what is driving the Council <br /> to build a new Service Facility. She concluded it is a mix of the space, the wrong <br /> functional space and the flow of moving traffic. The flow problem in a shared facility is <br /> why the old facility does not work. She felt it would be fair to divide the cost by the <br /> space shared by the number of FTE's. <br /> Council member Lipton disagreed with the allocations according to the number of <br /> FTE's. He felt it should be assessed by the square footage each department would <br /> use. He did not feel this process should be over calculated. <br /> Council member Loo asked if Council member Lipton is in favor of Method #1. Council <br /> member Lipton supported Method #1 which allocated back to the various funds for the <br /> common area spaces and circulation patterns. <br /> Mayor Muckle stated the City provided notice of the intention to change the utility rates. <br /> Is notice required to change the Capital Improvement Plan? City Attorney Light stated if <br /> the intent is transfer of funds or reallocation of money within the budget, there would <br /> have to be proper notice. If Council's direction to staff is to reallocate the funds, the <br /> documents would be brought back at a later time, with proper notice. <br /> City Manager Fleming explained the resolution addresses the increases to the fees. <br /> The allocation of the City Service Facility in the CIP budget could be discussed at <br /> another meeting. <br /> MOTION: Mayor Muckle moved to approve Resolution No. 18, Series 2014, seconded <br /> by Mayor Pro Tem Dalton. Roll call vote was taken. The motion carried by a vote of 7- <br /> 0. <br /> Mayor Muckle asked if the Council would like to express their opinion about the space <br /> and funding allocations for the City Services Facility. He stated the public may not <br /> 38 <br />
