City Council <br />Meeting Minutes <br />March 17, 2015 <br />Page 20 of 31 <br />Council member Keany addressed the municipal facilities fee and noted the Sunnyside, <br />Lydia Morgan and Regal Square all have community meeting rooms, which have been <br />used by public. bodies, Council Ward meetings and community meetings over the years. <br />He felt the project's community facility will be open to the public. <br />Mayor Muckle noted Council member Stolzmann's requests have been presented to <br />provide direction to the staff. He was not clear whether the underpass could be tied to <br />the annexation agreement. <br />Deputy City Manager Balser explained the City has quarterly meeting with the County <br />with respect to transportation issues. She noted this was a significant issue discussed <br />at today's meeting. She explained it would depend when the funding is available and <br />would be coordinated with other departments. She noted it is the intent of the City and <br />County staff to move this project forward as quickly as possible. <br />Frank Alexander explained the match is required for the affordable housing loan tax <br />credit. The market value homes must be distinguished from the affordable housing <br />project. He noted it is unlikely changes will affect the basis of their construction project. <br />City Attorney Light asked the applicant if it would beacceptable. if Council moved <br />fonivard with some minor revisions to the annexation agreement, such as 100% cost of <br />the traffic signal, which will be repaid by 50% He explained minor revisions could be <br />approved through the Mayor's authority to make non- substantive changes. <br />Frank Alexander explained it is highly unlikely those changes will affect the basis of their <br />construction project for the affordable housing. <br />Council member Stolzmann felt if the development did not go through there would not <br />be a need for a traffic signal. Frank Alexander explained every public infrastructure <br />project is divided pro rata. He stated affordable housing project funds are hard to come <br />by and if extemal costs are added to the projects, affordable housing is not being <br />provided. <br />City Manager Fleming explained the 50% makes sense because that was the proportion <br />determined by the traffic analysis generated by the site rather than offsite. Norrie Boyd <br />explained the project benefit is for affordable housing and the County's portion of the <br />roads, traffic signal and the public infrastructure will be owned by the public and support <br />the affordable housing project. <br />Council member Stolzmann voiced her concem the trail fee would create a trail to <br />nowhere without the underpass. Mayor Muckle noted the trail connection would be <br />through the County Transportation Division and not Housing Authority. <br />Deputy City Manager Balser explained the City has a relationship with the County and <br />they jointly work on projects all the time. This is no different from any other project. <br />
