CITY OF LOUISVILLE <br /> <br />SEPTEMBER 27, 1995 <br /> <br />SPECIAL COUNCIL MEETING <br /> <br />The City Council of the City of Louisville met in special session in the Council Chambers, 749 Main <br />Street, Louisville, Colorado. Mayor Tom Davidson called the meeting to order at 7:00 p.m. and the <br />following persons were present - <br /> <br />City Council: <br /> <br />Rob Lathrop, Tom Mayer, Jay Keany, Arnold Levihn <br /> <br />Staff Present: <br /> <br />Bill Simmons, City Administrator <br />Paul Wood, Planning Director <br />Steve Baysinger, Parks & Recreation Director <br />Dianne Ray, Finance Director <br />Bruce Goodman, Chief of Police <br />Ronda Kelley, Management Assistant <br /> <br />Also Present: <br /> <br />Mai-Lis Kemper, City Clerk <br /> <br />APPROVAL OF AGENDA <br /> <br />Davidson called for any changes to the Agenda. <br /> <br />NONE <br /> <br />Mayer moved that Council approve the Agenda. Seconded by Latin'op. All in favor. <br /> <br />REGULAR BUSINESS <br /> <br />DISCUSSION/DIRECTION - LOUISVILLE HOUSING AUTHORITY - SENIOR HOUSING <br /> <br />Michael Reese, on staff of the LHA, introduced Doug Drohman, member of the LHA, Michelle <br />Munson, planner of the LHA, Eric Hartronfi, architect with the Senior facility, and John Stedt, of the <br />LHA. <br /> <br />Ronda Kelley, Management Assistant, stated that at the July 26 Work Session the LHA requested <br />that the City waive development fees on the senior housing project. At Council's direction staff <br />reviewed that request. With the first permit, plan check, electrical, plumbing, and mechanical fees, <br />they found that the UBC did not have exemptions for govemment entities or charitable organizations. <br />Staff recommended that the City make an in-kind contribution in the amount of those fees <br />(approximately $9,687) to the LHA. The service expansion and thoroughfare fee are both Capital <br />Improvement Fund. In the Capital Improvement Fund public structures do not pay that fee. Staffs <br />finding was that there should be no service expansion or thoroughfare fee per ordinance. The use tax <br /> <br /> <br />
