Bill Simmons, City Administrator, asked Council for clarification on the $34,000 walker replacement <br />at the Recreation Center. <br /> <br />Mayer suggested it be put in the General Fund/Capital Fund, since it is a maintenance item. <br /> <br />Simmons stated that staff recommended one change concerning the South Boulder Road pedestrian <br />underpass: The city has the construction funds in 1997, but it was their intent to do the design, <br />engineering, and prepare the construction documents in 1996, which is estimated at $37,500 for 1996. <br />He wanted the budget to be adjusted to include those funds in 1996 and the construction funds in <br />1997. Concerning the Parks & Recreation office, he pointed out that it is the oldest standing <br />structure in the City, being built in 1878 and occupied by the direct descendants of Louisville's <br />founder. He asked for a budget proposal beginning next year to do much needed repair to the <br />building. He brought to Council's attention to a letter he had received this week from the Fire <br />Protection District about the installation of the Opticon system, which would allow emergency traffic <br />to change the cycles of the traffic signals to give them a right-of-way green. They had obtained a bid <br />to install the equipment at three intersections: South Boulder Road/Hwy. 42, McCaslin/Via Appia, <br />and McCaslin/Cherry. The cost will be $16,000. They asked the City to consider contributing <br />toward the payment. <br /> <br />Davidson commented that General Fund expenditures are up 11.22% over 1995. He stated that this <br />budget, by $271,000, was increasing government spending faster than the cost of living or growth. <br />He suggested reappropriating at least the $271,000 over to fixing the streets. <br /> <br />Lathrop felt that as a general principle, the goal of government should be commensurate with the size <br />of the City or less and within that context, specific needs as they arise can be addressed. <br /> <br />Simmons stated that the Boulder Valley School District sent a letter to Council that had been shared <br />at the September 19, 1995 Council meeting. He had drafted a brief response to the School District <br />saying that the Council had reviewed the letter regarding the improvements to the new school campus <br />and the City Council concurs with the District's proposal as outlined. <br /> <br />Council gave their approval of the letter. <br /> <br />Davidson moved that Council adjourn (10:40 p.m.).
