Stahl feels it is appropriate to wait until a <br />director has been selected for the Community <br />Services position and a master lease bid package <br />prepared so that all interested parties could bid <br />for later this year or next spring. <br />Carnival felt that something should be worked out <br />in the interim with the Warembourg's since the <br />City did in fact place the notice in the <br />newspaper. After Council discussion, it was <br />decided to wait until the Community Services <br />Director has been selected to prepare proper <br />documents and advertise at that time for grazing <br />lease proposals. The Mayor apologized to the <br />Warembourg's and stated that although the City had <br />advertised, it would not be appropriate to award <br />an agreement at this time. <br />Referendum James Adams, 603 West Aspen Court, stated that he <br />Petition is a sponsor of a petition for referendum to <br />reverse the Hillandale Annexation which was passed <br />by City Council on April 20, 1989. Citizens for <br />the Future of Louisville began to circulate a <br />referendum petition to reverse the annexation and <br />by May 19th, 570 signature had been collected. <br />However on May 19th, at a special meeting, the <br />Louisville City Council passed Resolution 15 <br />calling for an election on July 11, 1989 whereby <br />citizens would reject or approve the Hillandale <br />Annexation. Adams stated that it is a right of <br />citizens to petition their government for redress <br />or grievances and the Citizens for the Future of <br />Louisville are concerned that Resolution 15 <br />usurped the rights of people who signed the <br />petition and interrupted the normal statutory <br />process by which citizens may influence their <br />government. In addition, Adams stated that it may <br />be argued that Resolution 15 does not provide the <br />City of Louisville with the same protections from <br />legal action by Waste Management of Colorado or by <br />landowners that is clearly provided by the <br />Petition for Referendum. Adams stated that they <br />are requesting that in order to meet these <br />concerns, the City Council resolve to call an <br />election under the authority of the Petition for <br />Referendum . <br />Williamson responded to the concerns of Mr. Adams <br />(see attached letter from Mr. Williamson attached <br />and entered into the Minutes as Exhibit A). <br />Other Louisville residents spoke to Council with <br />concerns regarding Council's decision to set a <br />Special Election prior to the referendum petitions <br />being filed with the City Clerk and with Council's <br />5 <br />
