Mayor Fauson <br />presented them with a check for $100, a <br />certificate and their names added to the <br />Employee Recognition Plaque in City Hall. <br />PRESENTATION/DISCUSSION - <br />RECYCLE PROGRAM Mr. Huey was late in arriving and <br />presentation was given at the end of the <br />Agenda. <br />APPROVAL OF CONTRACT/IMPROVEMENTS - MUNICIPAL PARKING LOT - <br />STEINBAUGH HARDWARE CO. Stahl detailed a lease purchase agreement <br />providing for a parking lot on Front Street <br />owned by the Steinbaugh Hardware Co. <br />The 1989 Sales/Use Tax Election proposal <br />included acquisition and development of <br />additional downtown parking. The two sites <br />proposed for this were the Kraft parcel <br />(south of the Fischer Building) and the <br />former Steinbaugh Hardware Store and Lumber <br />Yard located on the northeast corner of <br />Spruce and Front Streets. This agreement <br />calls for the acquisition of the 14,906 s.f. <br />parcel at $10.50/s.f. The terms include 20~ <br />down (from unbudgeted funds available in the <br />1989 CIP) and five annual payments including <br />8~ interest. <br />The agreement provides for the removal of the <br />8 ft. wall (to be completed at the time the <br />foundation area is filled) and replaced with <br />an 8 ft. privacy fence, at City expense. <br />The first phase improvement budget is for the <br />parking area and include fence installation, <br />replatting, fill and compaction of the old <br />foundation area, installation of roadbase, <br />and preliminary planning and engineering for <br />the final phase of the parking lot <br />construction. <br />Anderson commented that he felt the <br />negotiated price was substantial for a <br />parking lot and felt that at some point in <br />time as other parking became available at a <br />lower price that the site could be used for <br />future facilities expansion. Anderson stated <br />that he understands the need and is in favor <br />of the purchase. <br />
