The motion passed 6-0. <br />AWARD OF BID - GOLF COURSE <br />CLUB HOUSE Marschner explained that construction services <br />solicited proposals from all interested contractors <br />for the construction of Coal Creek Golf Course <br />Clubhouse as designed by Midyette/Seieroe & <br />Associates. A review of the bid results reveals <br />that dependent upon alternate selection, the low <br />bidder is either East Plains Development Corp or <br />Fagre Construction Co. As a result of the closeness <br />of the two low bidders, Marschner checked the <br />qualification statements of both firms and found <br />that either firm is qualified to perform the <br />services. Therefore, the selection of alternates is <br />based upon the budget constraints and the alternates <br />desired to be included into the project. <br />Marschner recommended that Council award a <br />construction contract to the firm of Fagre <br />Construction Company for the base bid and selected <br />alternates for a contract amount of $278,477.00. <br />Stahl explained that construction of the club house <br />will begin within about a week and should be done by <br />the 1st of March, 1990, with the course slated for <br />opening on June 1, 1990. <br />Mohr moved and Ferrera seconded to award the Golf <br />Course Clubhouse construction contract to Fagre <br />Construction Company for the base bid and alternates <br />2,3,6,7, & 8 for a contract amount of $278,477.00. <br />Motion carried 5-0-1 with Anderson abstaining due to <br />possible conflict of interest. <br />EXTERIOR COLOR SELECTION - RECREATION <br />CENTER Baysinger explained that Council is being asked to <br />approve the color combinations for the exterior <br />brick, accent brick and roof for the new Recreation <br />Center. The exterior brick, accent brick and roof <br />colors were presented and Council unanimously chose <br />the colors. <br />RESOLUTION #17 - APPROVAL OF CITY'S PERSONNEL <br />MANUAL Resolution #17, Series 1989, "A Resolution adopting <br />and approving the provisions of an Employee Handbook <br />superseding the previous Personnel Manual." <br />Broome summarized the changes and differences in the <br />new Employee Handbook stating that the handbook is <br />written in a "user-friendly" style and designed to <br />give employees understandable information about City <br />policies and procedures that affect them.
