Wanda L. Rice, 1524 Kennedy Avenue, Louisville, Colorado, had attended the February Planning <br />Commission and was concerned about the zoning of the parcel west of McCaslin Boulevard, since <br />it is the key to the view corridor to the west from Davidson Mesa. She requested that that parcel be <br />considered separately for open space. She reminded Council that approximately five acres of the <br />parcel presented for SF-R is held in the living estate of Clara Clynke. <br /> <br />Davidson called for anyone else wishing to speak on Ordinance No. 1165. <br /> <br />NONE <br /> <br />Davidson closed the public hearing and called for Council questions. <br /> <br />Howard asked about the traffic concerns. <br /> <br />Tom Phare, Public Works Director, stated that specific traffic issues had not yet been looked at. <br /> <br />Mayer wondered who would be responsible for 80th Street maintenance in that area. He wanted <br />Council to go with the RR-R zoning west of McCaslin, which is what the Comprehensive Plan said. <br /> <br />Lathrop pointed out that, since this is in a life estate, it will not come into fruition tomorrow. Overall <br />he was in favor of this, so long as there was a restriction of no more than two dwelling units and only <br />single story on the west side of McCaslin. All other issues would be addressed in the PUD <br />consideration. <br /> <br />Davidson felt the practical zoning would be AO-T, which would have the least traffic impact. He <br />pointed out that 80th Street is in the County and they would be responsible for maintaining it. He <br />asked if the limitation to single-family ranch style houses for the two homes west of McCaslin was <br />only written into the annexation agreement. <br /> <br />Susan Griffiths, City Attorney, stated that the agreement would be recorded with that limit, but there <br />would be nothing to preclude the Council from putting it in the annexation and/or zoning ordinance. <br /> <br />Davidson asked Morris if he minded, on the two lots west of McCaslin, having the restrictive <br />covenant on the Deed limiting it to single story homes. <br /> <br />Morris agreed, as long as they agree on a size, single story, and some parameters. He did not feel <br />there would be a traffic circulation problem with any of the development. He was willing to make <br />the covenants acceptable to everyone. He stated that Ms. Clynke would reside on the property as <br />long as she desires. Their plan is not develop the property in the area of her life estate. They plan <br />to run water lines in and develop some of the sites to the north end of it. The plan to drill under <br />McCaslin to feed the utilities through from the east end. <br /> <br />8 <br /> <br /> <br />
