Open Space Advisory Board <br />Minutes <br />May 13th 2015 <br />Page 4 of 5 <br />Linda said that she likes benches and likes memorial benches. Spencer re- emphasizes his <br />aesthetic concerns (clutter, and potentially controversial inscription), specifically for open <br />space, which should remain wild. Laura re- emphasized her concern that there had been <br />no documentation about the cities' obligation, but said Joe's document goes a long way <br />to address some of these concerns. She re- emphasized that there is a financial concern <br />about the bench's upfront cost not covering the lifecycle of the bench, and rules about <br />their maintenance, life cycle, and whether they could be decorated. She also reminded <br />the board that there may be an issue of fundamental fairness: the demand for the benches <br />is unlikely to disappear when the sites are filled. Missy reminded the board that in the <br />past the people who wanted the memorial dictated the location, and that we should have <br />actual bench needs drive the placement. Laura asked why Joe thinks the board needs to <br />have a public forum to make a recommendation to council. Joe replied that it would <br />probably end up back to OSAB after any forum. Missy asked whether Joe's document <br />can address the idea of a life -cycle of the city's obligation to the bench maintenance. <br />Linda thought the board needed to show empathy for the people who like benches. <br />Christine Warembourg - Wecker (115 W. Cherry St.) —She requested a memorial bench <br />for her father, Klubert Warembourg, who sold a lot of land to the city. She asked <br />Spencer about his feelings about memorial benches being "clutter" on Open Space and <br />whether he feels like his feelings are in the minority. She particularly feels like the <br />memorial benches are a good part of preserving city history. She encourages the idea of <br />the benches. She feels like the history of the city is being lost, though she's sympathetic <br />to concerns about clutter. Laura asked her about her feelings about bench alternatives, <br />such as bricks in decorative walls, or a plaza. She likes the idea of historical signage. <br />Mike thought that historical considerations are important. <br />Laura asked why we can't vote on a board's recommendations about Joe's draft proposal <br />or a continued cessation of the Memorial Bench program tonight. Jeff suggested that we <br />have a very specific proposal to discuss that can be presented to the public. Mike moved <br />that the board revisit this topic at next month's meeting. Linda seconded. The motion to <br />table the discussion passed four to two. <br />X. Discussion Item: 2015 Open Space Operational Budget Update & <br />Suggestions /Feedback from OSAB for 2016 Operational Budget - <br />Ember presented the operational budgets for Open Space for the last few years, now that <br />the accounts of Open Space and Parks are tracked separately. She suggested the board <br />review the budgets in the context of the new 2015 accounting and the goal setting <br />exercises of earlier. She went through the lines of the budget, looking for input. She <br />pointed out places where the budget changed, like $10,000 for resource management for <br />2015. Ember is hoping to use this for bird surveys and for prairie dog vegetation surveys. <br />The funds to the Boulder County Youth Corp split in half, because half of their time goes <br />to Parks and so should be accounted to Parks. The budget included increased education <br />expenses, increased resource management, decreased prairie dog management (many <br />prairie dogs died of plague). <br />5 <br />
