Mayer preferred Blue Spruce trees to Pinon Pine trees. He wanted Blue Spruces along the highway.
He wanted the landscaping plan referred to the Tree Board for their recommendations, but allow the
building permits to be issued.

Howard wanted a guarantee on the trees.

Sisk wanted Blue Grass instead of Buffalo Grass.

Levihn wanted Blue Grass.

Lathrop preferred Blue Grass.

Mayer moved that Council amend Resolution No. 51 to remove the restriction on building permits
on the PUD that required the approval of the landscaping plan be done, that the tentative landscaping
plan be referred to the Tree Board for their recommendations, working with staff and the landscape
architect for Home Depot, with Council comments. Seconded by Howard.

Sisk offered a friendly amendment that the grass used would be Blue Grass and not Buffalo Grass.

Mayer and seconder Howard agreed.

Wood clarified that that is only in S3 and not in the highway right-of-way.

Lathrop offered a friendly amendment that the off-site landscaping plan be approved by Council prior
to a C.O.

Mayer and seconder Howard accepted that. All in favor with Keany being absent.

DISCUSSION/DIRECTION - PARCEL L1 - CENTENNIAL VALLEY, FILING NO. 3

Paul Wood, Planning Director, stated that the preliminary subdivision document is to plat the 22 acre
parcel into four pad lots on McCaslin. The PUD proposes development of only the three pad sites
initially. Proposed uses include a Chili's on Lot 4, a Fire Grill Restaurant on Lot 3, and a Diamond
Shamrock station on Lot 2. Staff did not support a final fixed property line until the applicant had
demonstrated that each individual site, on its own, was in compliance with all associated review
criteria. He felt the basic layout needed to be evaluated with regard to building orientation, the
parking needed to be evaluated based upon the need to increase the width of the access off of
McCaslin, recognize the existing landscape amenity, and to address the traditional constraint of a gas
pipeline easement. Staff wanted more landscape detail. He felt the elevation of the Fire Grill
Restaurant was not compatible with the Gateway Design Guidelines. He stated that there is a conflict
with the alignment of the collector.

Davidson called for the applicant's presentation.

6
