TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: FEBRUARY 26, 2008 <br />SUBJECT: CITY COUNCIL AND PLANNING COMMISSION STUDY SESSION <br />ORIGINATING DEPARTMENT: PLANNING <br />Summary: <br />The Planning Commission requests that the following items be forwarded as discussion items <br />for the February 26, 2008 Study Session: <br />Revision of the Comprehensive Plan -The Commission is interested in assisting with <br />the Comprehensive Plan Update process. They have concerns with housing (affordable <br />housing and density), downtown redevelopment and parking, and the future of the Sun <br />Microsystems property. Please refer to attached memo from Staff within which there is <br />a proposed scope of work for the upcoming Comprehensive Plan Update. <br />2. Inclusionary Zoning /Affordable Housing -The Commission would like a briefing on the <br />progress that has been made in the drafting of an affordable housing ordinance, and the <br />direction regarding its implementation. The last time Planning Commission reviewed <br />this request was November 9, 2006. Further work on this issue was tabled following the <br />November 9, 2006 meeting. <br />3. Green Building -The Commission would like to discuss Green Building practices and <br />how they can be implemented in the City ordinances. <br />4. Other Tasks -The Commission would like to discuss with the City Council any special <br />projects that the Council would like the Commission to address in the coming year. <br />Fiscal Impact: <br />Staff estimates that completing the Comp Plan update will cost $20,000. The money is <br />available in the Planning Department Professional Services-Consulting line item. Staff <br />recommends the following allocations: <br />$15,000.00 -Outside Consultants <br />$ 5,000.00 -Staff and Printing <br />The fiscal impact of work required to address inclusionary zoning/affordable housing and a <br />green building program is unknown at this time. The fiscal impact will be dependent upon the <br />program requirements and the associated costs of staff administration required. <br />SUBJECT Planning Commission and City Council AGENDA ITEM <br />Joint Study Session <br />
