Fiscal Analysis <br />1. City staff are in the process of validating and updating the fiscal analysis model used to <br />project the likely impact of development. <br />2. Evaluate Plan Element for policy revisions which will maintain fiscal balance based upon <br />currently funded service levels. <br />a. Do we lack certain land uses that does not allow us to remain sustainable or <br />competitive? <br />b. Are there any community and regional needs that we might focus on and benefit <br />the community such as more accessory hospital uses to support our aging <br />demographics, research and development, regional shopping, hotels, sports <br />complexes, industrial? <br />Housing <br />1. Evaluate and amend policies to promote affordable housing within the City. <br />2. Consider establishing a linkage requirement between housing and job generation. <br />3. Recommend policies which would implement green building practices. <br />Parks and Recreation <br />1. Work with Parks and Recreation Department to incorporate policy revisions related to open <br />space, parks, and trails. <br />Community Character and Urban Design <br />1. Consider plan element revisions to address historic preservation and preservation incentives/ <br />programs. <br />2. Incorporate policies for Highway 42 and urban design treatments for Highway 42 as well as <br />City gateways. <br />3. Review McCaslin and the commercial corridor and associated policy direction for a more <br />sustainable and vital retail environment <br />a. Home Depot <br />b. Colony Square <br />a Centennial Valley <br />4. Sun Microsystems -how should this area be developed? Should it be designed to give a <br />sense of place, to be recognizable as part of Louisville, or should they be permitted to be <br />developed as a satellite community? <br />5. Incorporate policies and implementation recommendations which promote the `Healthy <br />Communities Initiative' through urban design. <br />Public Process <br />Staff recommends a public process which maximizes public input and the efficient use of staff and <br />funding through the following: <br />1. Staff meeting with all appointed boards and commissions. <br />2. Staff meeting with outside agencies and associations to include Downtown Business <br />Association, the Chamber of Commerce, owner associations for CTC, Louisville Fire <br />Protection District, and Boulder Valley School District. <br />3. Holding two public workshops. <br />4. Initiating required public hearing process before the Planning Commission and City <br />Council. <br />
