City„ <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5B <br />SUBJECT: <br />REJECT BIDS FOR MINER'S FIELD RESTROOM FACILITY <br />REMODEL PROJECT <br />DATE: AUGUST 4, 2015 <br />PRESENTED BY: JOE STEVENS, PARKS AND RECREATION DIRECTOR <br />SUMMARY: <br />Previously, the City of Louisville completed a Federally Mandated American's with <br />Disability Act Transition Plan for the City of Louisville's Parks and Recreation <br />Department. In 2014 the Miner's Field Restroom Facility was included with the City <br />Adopted Capital Improvements Plan (CIP). The City contracted with Lodestone Design <br />Group to design and prepare construction documents to include the following: <br />• Remodel the existing restrooms for commercial grade fixtures and current ADA <br />standards. <br />• Remove second story structure and redesign roof. <br />This restroom facility has been closed for approximately eight years; the score booth is <br />not accessible to the public and has not been used, as intended, for decades. <br />After construction documents were completed and rollover funds approved, an Invitation <br />to Bid was posted on the City website and published in the Daily Camera on June 5th <br />and June 12th, and was advertised on Rocky Mountain Bid System. The bid opening <br />occurred on July 1st with the following bids accepted: <br />Company <br />Address <br />Base Bid Amount <br />Orion Environmental <br />4875 Newport St., <br />Commerce City, CO <br />$96,000 <br />Growling Bear Co. <br />2330 4th Ave., Greeley, CO <br />$189,538 <br />Travis /Russell Construction <br />LLC <br />588 U.S. Hwy. 287, #202, <br />Lafayette, CO <br />$96,369 <br />Whitestone Construction <br />1930 Central Ave., Boulder, <br />CO <br />$48,993 <br />Whitestone Construction has completed similar projects for the City and is considered a <br />qualified contractor for this scope of work. <br />Based on qualifications and in combination with low bid, staff recommended awarding <br />the Miner's Field Restroom Facility Remodel Project to Whitestone Construction along <br />with the two bid alternates for a project amount of $52,306.
