JANUARY 27, 1993 THE CITY OF LOUISVIT,T~ SPECIAL COUNCIL MEETING The City Council of the City of Louisville met in special session in the Council Chambers, 749 Main Street, Louisville, Colorado. Mayor Davidson called the meeting to order at 7:00 p.m. and the following persons were present. Council Members: Margaret Hornbostel, Rob Lathrop, Tom Mayer Staff Present: Annette Brand, City Administrator Tom Phare, Public Works Director Also Present: Susan Griffiths, City Attorney Maj-Lis Kemper, City Clerk Absent: Councilman Kevin Howard Councilman Chuck Sisk Councilman Larry Hedding Bill Hesson, Treasurer APPROVAL OF AGENDA Davidson called for any changes to the Agenda. NONE Davidson moved that Council approve the agenda. Seconded by Mayer. All in favor. REGULAR BUSINESS DISCUSSION/DECISION ON PARTICIPATION IN NORTHERN COLORADO WATER CONSERVANCY DISTRICT SOUTHERN PIPELINE PROJECT Mike Schimmin, water attorney, stated that revisions were made in the proposed agreement, of which Council received a copy. He stated that Susan Griffiths, City Attorney, has some concerns about the impact of Amendment 1 on the agreement. He explained that, because of the Amendment 1 issues, they wanted to present Council with two (2) alternatives. 1.) What Council had in the their packet and the basic structure of the agreement that was discussed the week before, which involves a commitment now to go ahead with the design phase and commit up to $900,000.00 in short term costs, as well as a commitment to go ahead with construction at a cost not to exceed $3.5 million, if the bids come in by the end of the year. 1
