lucityoJ <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 4B <br />SUBJECT: <br />RESOLUTION NO. 72, SERIES 2015 — A RESOLUTION <br />APPROVING AN AGREEMENT WITH THE TOWN OF <br />SUPERIOR FOR THE EMERGENCY POTABLE WATER <br />INTERCONNECT <br />DATE: OCTOBER 13, 2015 <br />PRESENTED BY: KURT KOWAR, PUBLIC WORKS DEPARTMENT <br />SUMMARY: <br />Staff is recommending approval of an Intergovernmental Agreement with the Town of <br />Superior outlining operational protocols for a new interconnect system between the <br />Superior and Louisville potable water systems. <br />In 2013 City of Louisville and Town of Superior staff discussed the concept of a potable <br />water interconnect between the City and the Town to provide both municipalities with a <br />redundant treated water supply. Doing so would: <br />• Provide Superior redundancy for potable water treatment in the event of an <br />emergency. <br />• Improve Louisville redundancy for potable water treatment in the event of an <br />emergency. <br />• Provide extra capacity for Louisville potable water supply in future years when <br />peak day demands in the summer may slightly exceed Louisville existing water <br />treatment capacity. The interconnect investment was $300,000 versus $5 -10 <br />million dollars for a full water treatment plant expansion. <br />• Potentially provide for potable water supply of both communities during the winter <br />from one water treatment plant. Currently each community runs their separate <br />water treatment plants during the winter. Power costs and general wear tear on <br />water treatment plants could be minimized in this scenario. <br />In 2014, Louisville's City Manager and Town of Superior's Town Manager executed a <br />letter of understanding for sharing design expenses associated with the interconnect. <br />The attached Intergovernmental Agreement describes the construction, operation, <br />maintenance, and improvement responsibilities between the two municipalities. The <br />proposed interconnect would be Louisville's second potable water interconnect, with the <br />first being with the City of Lafayette. The project would result in Superior's only <br />emergency water supply. <br />CITY COUNCIL COMMUNICATION <br />5 <br />
