(CATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING <br />CITY MANAGER <br />DATE: APRIL 22, 2008 <br />SUBJECT: UPDATE/DISCUSSION -RECREATIONAL VEHICLE AND TRAILER <br />DRAFT ORDINANCE <br />ORIGINATING DEPARTMENT: PLANNING <br />Summary: <br />This draft ordinance reflects the results of public hearings and staff work on this issue starting <br />with a City Council study session in January of 2007. The process and relevant meetings are <br />described in more detail in the "Background" section of this Council Communication. The draft <br />ordinance includes four principal elements: <br />Sec. 17.20.160. Motor vehicle parking limitatiaris. <br />This section of the ordinance would add to the C"ity Code provisions prohibiting parking motor vehicles <br />in the front yard of private residential lots -and in side yard of corner lots -except on the paved <br />driveway. Further, the ordinance would prohibit parking more than two motor vehicles on any area of the <br />lot except within a fully enclosed structure or on a paved driveway which is intended for parking or <br />access to a garage or carport. Further, no more than one such motor vehicle maybe inoperable. <br />Sec. 17.20.165. Parking of recreational vehicles and trailers. <br />This section of the ordinance would define various terms including "recreational vehicle" and "trailer" <br />and provide a limit on the number of units whichh can be stored on a private residential lot as well as the <br />location of those units on a lot. <br />Sec. 10.20.050. Prohibited uses. <br />This section of the ordinance would clarify what is covered under the definitions for "trailer" and <br />"recreational vehicle" and note that these terms are defined in section 17.20.165 of the code. It would <br />also provide afive-night exception to the prohibition against trailers or recreational vehicles for "living, <br />sleeping, or residing on any street or public right-of--way within the city." <br />Sec. 17.16.180.
