development referrals issued by the planning department. The PUD or SRU <br />application shall indicate whether the owner plans to demolish, move or remove <br />the building, and if the owner's plan is other than full demolition and removal of <br />the building, the application shall include a detailed written explanation of the <br />plan for such building (e.g., partial demolition, moving to a new location, etc.). <br />E. Initial review. For all applications not eligible for administrative <br />review,_ a staff member and two randomly selected commission members shall <br />review permit applications for demolition, moving or removal of buildings that <br />were constructed in or before 1955 , as well as all referrals <br />for demolition review received pursuant to subsection 15.36.200.D. The initial <br />review shall be completed within 21 days after the date of city acceptance of a <br />completed permit application or issuance of planning department referral, to <br />determine whether there is probable cause to believe that the building may be <br />eligible for designation as an individual landmark consistent with the purposes <br />and standards of this chapter. For filed building permit applications, if the staff <br />member and two randomly selected members of the commission members fail to <br />submit their recommendation to the building division within 30 days after the <br />building division accepts a completed permit application, the building division <br />shall issue the permit if all other requirements of the permit process have been <br />met. <br />G. Notice of public hearing. The city shall publish notice of the time, <br />place, and subject matter of the public hearing per Table 1 in Section 15.36.240. <br />1.
