NONE <br /> <br />Davidson closed the public hearing and called for Council comments. <br /> <br />Sisk supported the open space tax. He suggested very strongly that <br />Council pass it by ordinance. <br /> <br />Howard supported the open space tax and that Council adopt it by <br />ordinance. <br /> <br />Mayer supported the tax and that Council adopt it by ordinance. He <br />suggested setting up an open space advisory committee, if the <br />voters adopt this in November. <br /> <br />Hornbostel supported the tax more for open space. She would like <br />to find a separate funding mechanism for future parks. <br /> <br />Lathrop supported the citizens having the right to bring anything <br />by initiative for a vote. His only problem with doing this by <br />ordinance was that by doing it by ordinance, by a vote of the <br />Council, whether by inference or by intent, it seems that Council <br />is supporting it. He felt that an initiative from the citizens <br />should stand on its own, go to the citizens, and be accepted or <br />rejected as that, without the inference of the Council. He was not <br />going to support it for that reason. <br /> <br />Hedding agreed with Lathrop's remarks that it should go to a vote <br />of the people as an initiative. <br /> <br />Griffiths: <br /> <br />Ordinance No. 1119 is the ordinance <br />that was initiated by the <br />petitioners. You would be adopting <br />that ordinance. However, if you <br />looked at Section 2, it says that <br />the ordinance will not take effect <br />unless and until the majority of the <br />registered electors voting at the <br />November 2 city election vote "yes" <br />in response to the following ballot <br />title, which is the same ballot <br />title that's on the initiative <br />measure. If you adopt this <br />ordinance, it will not take effect <br />until it's approved by the voters in <br />November. <br /> <br />Hedding stated that on that basis he could support it. <br /> <br />Davidson supported the initiative. He felt that the only way <br />Louisville is going to prevent development of land is if the city <br />or County owns it as open space.
