Mohr moved and Szymanski seconded to authorize the <br />Mayor to sign the letter for CDBG funding. <br />The motion passed unanimously with Carnival <br />abstaining from they vote to avoid any possible <br />conflict of interest. <br />APPROVAL OF ENGAGEMENT LETTER - BOND UNDERWP:ITING <br />SERVICES FOR 1988 Hundley explained that as a follow-up to the <br />February 2, 1988 Council Meeting, he discussed in <br />detail with Russ Caldwell the need to develop and <br />Engagement Letter for bond underwriting services <br />from Kirchner Moore for 1988. Since work must <br />proceed on the golf course as quickly as possible, <br />he felt this Engagement Letter should be approved by <br />Council at its earliest opportunity. <br />Mayor Fauson moved and Anderson seconded to approve <br />the Agreement for Underwriting Services. Unanimous. <br />OTHER: <br />COUNCIL GOAL SETTING <br />SESSION Mayor Fauson asked Council's pleasure as to a 1988 <br />goal setting session for Council and asked Council's <br />opinion regarding the use of a facilitator such a <br />John Beuchner who has conducted other sessions in <br />the past. Several Councilmen felt that self <br />analysis would be most beneficial; others felt a <br />facilitator would set an unbiased agenda and give <br />invaluable input. ,After discussion, Council decided <br />that since Council's goals have been set and <br />continuing action h,as taken place, it would be <br />valuable to begin t;he process of self analysis and <br />then decide whether a facilitator would still be <br />beneficial. <br />WATER TANK PROJECT Phare stated that tlhere were a number of set-backs <br />UPDATE on the tank due to weather including high winds. <br />However, the pipeline is in and testing is <br />occurring. The project should be complete within 4- <br />6 weeks. <br />Phare also stated that the Wastewater Treatment <br />Plant is 99.5 compete. <br />PUBLIC COMMENTS Lynette Edwards, 728 Grant, asked that Council look <br />into the issue of p<~rking in the area of the City's <br />pool. There is a great deal of congestion created <br />by people utilizing the pool and interferes with <br />residential parking,. Mayor Fauson directed staff to <br />look into some alternatives and make recommendations <br />to Council. <br />9 <br />
