The Task Force would be advertised in the paper <br />and staff recommends each Councilmember appoint <br />two members from each Ward and three members would <br />be appointed by the Mayor "at large." <br />Mohr feels that the expertise is already available <br />on staff and the citizen input should be directed <br />at priortizing recreation needs and demands, and <br />what trade offs people are willing to make. Mohr <br />suggests #5 "make specific recommendations to City <br />Council" might be k~etter stated by saying "issue <br />findings to City Council and Staff." <br />Sackett voiced concerns with having the Task Force <br />making specific recommendations. "Its hard for me <br />to feel comfortable with setting up a Task Force <br />to look into all the issues. I would feel more <br />comfortable if they would give us a needs <br />request. Then at some point the staff will have <br />to look at it from an economic point of view and <br />make a recommendation. The financial aspect of it <br />is the most important and staff will have to give <br />us an honest opinic>n as to whether or not we can <br />afford it." <br />Hundley agreed that the mission should include <br />what the trade offs are to achieve the goals <br />identified through the investigation by the Task <br />Force. <br />Szymanski stated that the survey conducted by the <br />City last year identified a recreation center as a <br />high priority. However, the Special Election to <br />fund a recreation center through a sales tax <br />increase was defeated the same year. He feels <br />that Council may be rushing this issue somewhat if <br />the City is unable to act on Task Force <br />recommendations. <br />Anderson agreed that the survey showed a very high <br />priority in obtaining a recreation center and <br />feels that the Task Force could "get us off of <br />dead center and get the ball rolling." There is a <br />tremendous amount of resources available in the <br />community and if tapped, these resources could <br />assist Mr. Hioco's Department and develop the type <br />of recreation the people in this community want. <br />There must be alternative types of financing, i.e. <br />public/private partnerships, etc., Anderson <br />stated, and Council needs an opportunity to have <br />that information to assess before slamming the <br />door shut on this issue. <br />Carnival replied stating that he felt the <br />Special Election on the recreation center failed <br />4 <br />
