COUNCIL COMMENTS AND COMMITTEE <br />REPORTS Anderson asked staff to research the placement of <br />various vending machines, especially newspaper <br />boxes. Safety concerns are the issue along with <br />the unsightliness of rows of boxes cluttering the <br />landscape around Louisville. Staff was directed <br />to resolve the issue. <br />EXECUTIVE SESSION Mayor Fauson recessed for five minutes to clear <br />the Council Chambers for an Executive Session <br />at 8:31 p.m. <br />CONTINUATION OF <br />COUNCIL MEETING Mayor Fauson called the meeting back to order and <br />continued with Items 4-G & H. <br />AWARD CONTRACT & APPROVAL OF CHANGE ORDERS #1 & #2 - <br />SO. BOULDER ROAD PROJECT - NATIONAL CONSTRUCTION INC. <br />It was explained to Council during Executive <br />Session that the City received construction bids <br />for the South Boulder Road project. Bids came in <br />lower than anticipated and staff reviewed the <br />possibility of adding Change Orders to 1) modify <br />the proposed curb construction technique along a <br />portion of the project length whereby equipment <br />can be used to slip form a standard curb next to <br />the existing pavement at an additional charge of <br />$26,259.50; and 2) extend the proposed <br />construction limits approximately 500 feet east of <br />Via Appia Intersection to resurface that section <br />of roadway east of Via Appia to eliminate existing <br />pavement irregularities cased by subgrade <br />settlement at an anticipated cost of $36,513.35. <br />At present, the City has not acquired the needed <br />right-of-way necessary to complete the project. <br />On Friday, May 30th, the City filed papers for <br />condemnation of the right-of-way. The process for <br />condemning right-of-way will take at least 45 days <br />and possibly longer. Contract documents call for <br />issuing a Notice To Proceed within 30 days after <br />issuing Notice of Award which means construction <br />could start prior to acquisition of right-of-way. <br />This could present risks of increased project <br />costs and not completing the project this <br />construction season. <br />Council moved, seconded and unanimously voted to <br />table action on the Award of Bid for the South <br />Boulder Road Project. <br />APPROVAL OF ENGINEERING SERVICES - SO.
