Mayor Fauson closed the public hearing and called <br />for a motion. <br />Mohr moved that Ordinance #900 be denied. Mayor <br />Fauson seconded. By Roll Call Vote, Ordinance <br />#900 was denied unanimously. <br />ORDINANCE #901 - RULES FOR LAKES & RESERVOIRS - <br />PUBLIC HEARING Rautenstraus read by title only Ordinance #901, <br />"An Ordinance amending Chapter 14.12 of the <br />Louisville Municipal Code by setting forth rules <br />and regulations relative to public lakes and <br />reservoirs within the City of Louisville; and <br />Declaring an Emergency." Proper publication and <br />notice of p~zblic hearing were determined. <br />Mayor Fauson opened the public hearing. <br />Hioco explained that this ordinance expands <br />Louisville's enforcement to control areas of <br />public lakes and reservoirs within the City of <br />Louisville. At present time, City ordinances only <br />apply to parks and open space. Hioco added that <br />prior to the meeting a resident near Harper Lake <br />asked that a provision be added to the rules to <br />include prohibiting unauthorized vehicles. Hioco <br />felt this was appropriate and asked that this be <br />included. <br />Patricia Koonce, 1474 Kennedy Ave., asked if the <br />number of boating permits (currently 50) could be <br />expanded to allow more residents access to the <br />lake. <br />Gene Black, 998 W. Alder, commented that there <br />appear to be no more than 2 boats on the lake at <br />one time and that the number of permits might be <br />enough for now. Black also thanked staff for the <br />inclusion of "no unauthorized vehicles" in the <br />rules for the lake. <br />Keith Sternal, 534 Hoptree Court, asked why dogs <br />on leashes can't be allow to walk around the lake <br />for exercise. <br />Staff and Cauncil explained that which was <br />discussed at the last Council meeting-that the <br />decision was made based on the fact that this is <br />the City's potable water source and there is a <br />high degree of contamination protection that the <br />State and staff recommends. This includes <br />prohibiting activities where there is body contact <br />with the water including sailing vessels where <br />they tip easily, and prohibiting dogs and horses in <br />the fenced area around the lake. <br />12 <br />
