The structure presently on site is a trailer and <br />is only temporary contingent on the success of <br />the business. Paving the parking area may <br />ultimately not serve the owner of the property <br />should the business not succeed. <br />Expanding the business 30'-40' to the west could <br />be done administratively as long as the use <br />remained the same should G. E. Enterprises request <br />expansion. <br />The creation of a Special Improvement District was <br />discussed by Council. Hundley asked that a target <br />date of July 1985 be set for the initiation of a <br />Special Improvement District to allow the City's <br />Public Works Director time to assess the financial <br />aspects. A public works director should be chosen <br />within the next few weeks. A Special Improvement <br />District can be created by either the property <br />owners or the City. <br />Cussen moved and 1Korris seconded that Ordinance #3 <br />be adopted with an amendment to include the <br />paving of the customer parking area taking place <br />within 8 months after the creation and subsequent <br />improvements of, and within, the Special <br />Improvement Distract. <br />Mr. Kimble asked that the paving of the parking <br />area also be contingent on the success and <br />continuation of the retail business. Johnson felt <br />that a somewhat pessimistic view has been taken by <br />G.E. Enterprises.. Mr. David Gray, President, <br />responded by stating that the landscaping <br />contracting business has thrived in Louisville over <br />the last 5 years. However, the retail nursery and <br />garden center might not take hold as anticipated <br />and they just ask for this minor consideration <br />this first year. They feel very positive but want <br />to protect their position. <br />Leary feels that if their company has to drop the <br />retail portion of their business, they can apply <br />to the City to have this agreement changed. <br />Resolution #3 as amended was passed unanimously. <br />SPECIAL IMPROVEMENT <br />DISTRICT Mayor Meier moved to allow the property owners <br />within the Cannon Street area until July 1, 1985, <br />to request the creation of a Special Improvement <br />District. After this time the City would then <br />take steps to form such district for the <br />improvements on Cannon Street. Cussen seconded <br />4 <br />
