Business Retention & Development Committee <br />Meeting Minutes <br />April 4, 2016 <br />Page 2 of 6 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: <br />Chair Loo announced that the new Planning Director will start on April 25th. Rob <br />Zaccaro is from Cherry Hills Village. City Manager Fleming said Rob was the top <br />ranked candidate. <br />MCCASLIN SMALL AREA PLAN LETTER: <br />Economic Development Director /Acing Planning Director Aaron DeJong said McCaslin <br />Small Area Plan will mostly likely go to Planning Commission in May. DeJong said there <br />is a letter in the packet and asked for Commissioner comments. The letter encourages <br />a mix of uses. <br />Commissioner Angell said the Chamber of Commerce also wrote a letter to send to <br />Council. The Chamber supports more residential. Commissioner Lathrop is happy the <br />Chamber is a taking a role and a voice. <br />Commissioner Staufer said the DBA is composing a letter. <br />Council member Maloney said this is a letter composed by a board created by Council. <br />If it were from citizens, it would make sense but coming from this board, it feels <br />awkward. Council member Lipton said it brings up a procedural process question. <br />Council needs to maintain objectivity. He feels Council members of BRaD should not <br />sign the letter. If the letter is structured more like a memo, it does not have to be <br />signed. <br />Jim Tienken feels this is the appropriate body to compose the letter. This message <br />needs to be carried to Council. <br />Council member Maloney said Council has not heard all the input and cannot start <br />creating policy until they have heard everything. <br />Council member Lipton suggested putting a line in the letter saying Council did not sign <br />the letter to avoid a conflict of interest. Commissioner Lathrop suggested writing <br />individual letters. Lipton suggested something like: "As non - elected members of <br />BRaD and does not include the opinion of Council members....." <br />Commissioner Menaker suggested language. <br />Chair Loo said she has a responsibility as Chair of BRaD to carry this forward however, <br />as a Council member she has to be unbiased. Suggests the letter be sent from BRaD. <br />She said BRaD was formed to give Council advice and this is the will of the BRaD <br />committee and that voice needs to be heard. <br />Commissioner Reichenberg made a motion to put letter in memo format and all Council <br />members abstained from opinion and deliver to Council.
