DISCUSSION - BUDGET <br /> <br />DISCUSSION - CONSERVATION TRUST FUND - 5-YEAR CIP WRAP-UP <br /> <br />Sharon Asti-Caranci, acting City Administrator, stated that the changes in the revised submission to <br />Council were in the sales tax. Colony Square was removed, which reduced the revenues by about <br />$52,000 and interest by $53,000. The offset of the interest would affect land acquisition. <br /> <br />DISCUSSION - CAPITAL PROJECTS FUND - 5-YEAR CIP - WRAP-UP <br /> <br />Asti-Caranci stated that the changes fi.om the original submission to the revised submission to Council <br />were taking Colony Square out of the sales tax, a reduction of $124,000, and a reduction of interest <br />of $36,000. The changes in the project are under street improvements by adding $914,000 over the <br />five year period of 1995 - 1999. Under the Downtown Project, it has been phased over five years <br />to 1999. In 1997 the project was reduced to $233,000, 1998 to $231,000, and $265,000 was added <br />in 1999. The planning for the Recreation Center expansion project was left in the budget, moving <br />from 1998 to 1999. The actual construction was removed from the Budget until further analysis <br />could be done. <br /> <br />DISCUSSION - COMBINED CAPITAL IMPROVEMENT BUDGET - 5-YEAR CIP <br /> <br />Asti-Caranci provided Council with four different scenarios in addition to the original submission. <br /> <br />Taking out the Knollwood Subdivision; <br />Eliminates Knollwood and increase on the Service Expansion Fees 3.29% each year; <br />Eliminates Knollwood and takes a half a cent of new sales tax dollars from Parcel O <br />and putting them into this fund; <br />Eliminates Knollwood and puts a penny of new sales tax from Parcel O into this fund. <br /> <br />Mayer was concerned about the $105,000 allocated on page 20 for City Hall Expansion Planning and <br />Construction. Mayer favored scenario "B" because he wanted the sales tax to go somewhere else. <br /> <br />Davidson wanted funding at some point for paving 104th concerning connecting 96th Street to Hwy. <br />42. <br /> <br />Lathrop, Davidson, Sisk, Levihn, and Keany favored scenario "D." <br /> <br />2 <br /> <br /> <br />
