Louisville City Council Meeting <br />May 20, 2003 <br />Page 6 of 11 <br /> <br />Brown referred to the drainage plan, which appears to cut across the parking lot. He <br />asked if that provided some limitation for future facilities. Hartronft stated a varied <br />concrete pipe is proposed to create flexibility for future developments in the area. <br /> <br />Sisk voiced Council's appreciation for the Downing, Thorpe and James's architectural <br />service and reported the Planning Commission members were pleased with the plans. <br />He noted his concern over the mid-street crossing for safety reasons. He asked Hartronft <br />to comment on the sidewalk issue, which would not be constructed until 2005. Hartronft <br />concurred with Staff that it would be prudent to wait on the sidewalks. <br /> <br />Sisk addressed condition #4, dedicating the drive exclusively to the police department, <br />and stated that condition would tie the City' s hands in terms of future development. <br />Hartronft stated it would be reviewed when the balance of the site is developed. <br /> <br />Davidson asked Wood for the reason for condition #4. Wood stated the Commission's <br />concern centered on additional traffic from other users of the property would aggravate <br />congestion. He noted the overall concept plan was not discussed. <br /> <br />Davidson addressed condition #5 and asked if the Planning Commission was aware of <br />plans for an underpass on Via Appia. Wood responded the Planning Commission was <br />not aware of plans for an underpass. <br /> <br />Davidson complemented the architects for the design of the building. He also voiced <br />concern over people crossing at a busy intersection. <br /> <br />Brown stated it is prudent for Council to leave the options open on the property. He <br />stating his understanding of the sidewalk issue relative to condition #3, which delays the <br />construction and asked if July 1, 2005 was a sufficient time delay. Boyd stated the time <br />frame has not been established and that is why the condition has been modified to remove <br />the date. <br /> <br />Brown stressed the need to focus on traffic at the intersection. He voiced his support of <br />the plan with changes in the conditions. <br /> <br />Keany addressed the pedestrian access and stressed that people will cut across by the <br />police parking lot to access the police and court facility. Hartronft stated there is a grade <br />change with a connection that would bring people to the facility. Simmons explained the <br />overall concept plan has a right-in/right-out at McCaslin Boulevard and noted a soft- <br />surface trail has been contemplated. <br /> <br />Van Pelt addressed the sidewalk issue along McCaslin, at a cost of $20,000, and asked <br />why the installation would be delayed. She shared the Planning Commission's concern <br />over the planting of the trees. Boyd stated the sidewalk is proposed in conjunction with <br />the concrete replacement project, when all the sidewalks would be installed at once. <br /> <br /> <br />
