Louisville City Council Meeting <br />June 3, 2003 <br />Page 5 of 10 <br /> <br />Sisk asked Schonbrun to comment on the water consumption for senior housing units. <br />He also asked if any of the project savings would be passed along to the residents. <br />Schorbun stated he could not comment on the figures supplied by the City. With respect <br />to any savings in the project, he stated that money would allow the project to be built. <br /> <br />Sisk asked if any consideration has been given to people who could not afford the entry <br />fee at Balfour. He also asked for the rates for senior units. Schonbrun explained the <br />neither the federal; state or local governments provide any special assistance to the lower <br />income brackets. He stated the cost for assisted living, depending on the size of the unit; <br />would range between $2,700 and $4,800 per month, while skilled nursing is $197 per <br />day. <br /> <br />Sisk voiced his agreement with the reduction in water tap fees, but not the school use tax. <br />He asked why an exemption has been requested. Schonbrun stated seniors don't have <br />school-age children; however, all other fees would be paid. <br /> <br />Sisk noted Golden and Arvada ordinances provide less of a reduction on water taps for <br />senior housing. Schonbrun stated Westminster's ordinance provides for a 50% reduction. <br /> <br />Keany asked if the Lodge would be taxed at a residential rate. He also asked for the rate <br />assessed for residential and commercial. Finance Director Laus stated the new assessed <br />rate for residential is 7.96% of the market value, instead of 9.15%; the commercial rate is <br />29%. Schonbrun stated the facility would be taxed at an institutional rate <br /> <br />Keany voiced his support for a reduction in water tap fees for senior and noted the <br />amount of school use tax collected impacts the community. Schonbrun stated a portion <br />of the property tax does go to the schools. <br /> <br />Keany asked if a delay of action on this ordinance would impact the project. Schonbrun <br />stated that a delay would cause the funding of the project to fail. <br /> <br />Van Pelt voiced her opinion the Council should not postpone the ordinance, as it would <br />be unfair to delay this project with any further requests for more data. She stated the issue <br />is whether the Council is willing to create a new residential classification that would have <br />lower tap fees and exempt from the school use tax. <br /> <br />Davidson voiced his support for the exemption on the use tax and noted this type of <br />development would not affect the schools. He explained growth impacts schools and the <br />use tax specifically helps pay for growths' affect on the schools. He addressed the <br />requested reduction in water taps and noted a water tap is assessed for the amount of <br />water to be used. He suggested an adjusted water rate for this type of housing and asked <br />the City Attorney to address the issue. <br /> <br /> <br />
