Local Licensing Authority <br />Minutes <br />January 23, 2017 <br />Page 3 of 4 <br />Authority Attorney CuIley noted she had prepared an Order to Dismiss the Order <br />to Show Cause if the Authority wished to dismiss the order to show cause. <br />Carlson moved the Authority enter into the Order to Dismiss the Order to Show <br />Cause. Machado seconded. All in favor. Absent: Lipton and Hervey. <br />Machado thanked Mr. GoIlin for his candor. <br />B. Transfer Application — Karp Holdings LLC d/b/a The Waterloo — <br />Hotel and Restaurant Liquor License — 817 Main St. <br />Chair Tennessen noted this was the Madera license being transferred to Karp <br />Holdings. He asked for discussion. <br />Authority Attorney Culley noted this is would be a separate license from Waterloo <br />Icehouse. She noted the manager needs to file an individual history report, loan <br />documents need to be included, a state sales tax number needs to be provided <br />and question #8 on the application needs to reflect any violations. <br />Authority members discussed whether to continue the approval, or to approve <br />contingent on providing the missing information. <br />Watson moved the Authority approve the transfer contingent upon the applicant <br />providing the information missing from the application. Carlson seconded. Voice <br />vote 3-1 with Machado voting no. Absent: Lipton and Hervey. <br />C. Renewal Application — La Revolucion LLC d/b/a La Revolucion — <br />Tavern Liquor License — 701 Main Street <br />Authority member Machado recused himself noting the owner's family babysits <br />for his family on occasion. He left the room. <br />Authority members discussed the renewal and whether to go ahead since the <br />restaurant is behind in their remittance of City sales tax. <br />Tennessen moved the Authority order a show cause hearing for the March 27, <br />2017 meeting. Carlson seconded. All in favor. Absent: Lipton and Hervey and <br />Machado recused. <br />D. Conversation with Chief Hayes <br />Chief Hayes noted the police department is fully staffed. The department <br />continues to see a rise in driving under the influence of alcohol or drug incidents <br />as well as mental health issues. There has also been an increase in underage <br />marijuana use. Chief Hayes noted the department is now carrying Narcan for <br />treatment of drug overdoses. Sergeant Redard, Chief Hayes and members of <br />the Authority discussed what might be contributing to the increases. <br />
