INN <br />APPROVAL OF STREET CLOSURE - BLOCK PARTY - JULY 25, 1992, 3:30 P.M. <br /> UNTIL DUSK- LOIS CIRCLE <br />APPROVAL OF CHANGE ORDER #1 - 1992 STREET RECONSTRUCTION PROJECT <br />APPROVAL TO ESTABLISH AND FILL THE CITY ENGINEER'S POSITION <br /> <br />PUBLIC COMMENTS - ON ITEMS NOT ON THE AGENDA <br /> <br />Davidson called for public comments for items not on the Agenda. <br /> <br />Susan Stein, 802 W. Dahlia Court, Louisville, Colorado submitted a <br />request to Council for a Revokable Permit or License to put a 6 ft. <br />fence in the road right-of-way along W. Dahlia Street. Dahlia <br />Court is a cul-de-sac directly across from the entrance of Fireside <br />Elementary School. Her property is on the corner of the cul-de-sac <br />and W. Dahlia Street. She has a fence that goes along the backside <br />of her property, which faces east. The fence that's in the right- <br />of-way that she wants the Revokable Permit for is along W. Dahlia <br />Street, which is on the north side of her property. <br /> <br />John Franklin, Director of Community Development, stated that <br />Louisville issued a Fence Permit for a privacy fence along the <br />property line on Dahlia Street. Kirk Schweitzer, Chief Building <br />Official, was contacted by Dr. Stein regarding placement of the <br />fence. The posts are within the public right-of-way. The fence is <br />not completed yet. Mr. Schweitzer asked Dr. Stein to stop <br />construction. The Steins asked staff to consider approval of a <br />Revokable License agreement, which would allow placement of a fence <br />in a public right-of-way. After review, staff determined that they <br />could not support the request, since there are other items in the <br />public right-of-way, including signs. This fence was going to be <br />very close to those. Plus, a matter of a potential visibility <br />problem. Franklin stated that they have been discouraging <br />placement of fences or any other large structures in the public <br />right-of-way. <br /> <br />Davidson asked that it be put on the Agenda for the next Council <br />meeting. <br /> <br />REGULAR BUSINESS <br /> <br />APPOINTMENTS TO THE BOARD OF APPEALS AND ZONING ADJUSTMENT - 1 <br />VACANCY AND i NEW APPOINTMENT FOR ASSOCIATE POSITIONS - APPOINTED <br />BY COUNCIL - JOSEPH LABOZAN (FILL VACANCY - TERM 1/93) AND CAROL <br />LARRIEU BERKE (NEW APPOINTMENT - TERM 7/95) <br /> <br />Mayer moved that Council appoint Joseph Labozan and Carol Larrieu <br />Berke to fill the vacancy for the Associate seats on the Board of <br />Appeals and Zoning Adjustments. Second by Lathrop. <br /> <br />Sisk offered a friendly amendment that Mr. Labozan's term would <br />expire in January 1993 and Ms. Berke's term would expire in July <br /> <br /> <br />
