City._ <br />Luis �il <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 11 <br />SUBJECT: <br />DISCUSSION/DIRECTION — OPEN SPACE PROPERTY <br />ACQUISITION PRIORITIES <br />DATE: MARCH, 14 2017 <br />PRESENTED BY: JOE STEVENS, DIRECTOR OF PARKS AND RECREATION <br />EMBER BRIGNULL, OPEN SPACE MANAGER <br />HELEN MOSHAK, OSAB CHAIR ON BEHALF OF OSAB <br />SUMMARY: <br />On April 12, 2016 City Council and the Open Space Advisory Board (OSAB) <br />participated in a Study Session which included annual updates and a discussion on <br />open space acquisition. OSAB acquisition priorities for 2017 included identifying ways <br />to increase strategies and tools for acquisition (attached December 10th 2015 Memo), <br />supporting a more proactive approach to acquisition, and clarifying OSAB acquisition <br />priorities to City Council (attached 2017 Open Space Advisory Board Highest Priority <br />Property Acquisition Recommendations). <br />In an effort to clarify OSAB acquisition priorities, OSAB re-evaluated parcels in 2016 <br />and updated the Resource and Strategic Community Values Matrix. The board then <br />selected the top thirteen acquisition priorities. For each high priority parcel OSAB listed <br />Property Features (acreage, adjacent lands, and resource features), Property Goals <br />(future vision for the parcel), Supporting Parcels (adjacent parcels that could lead to <br />larger acreage but acquisition may not be essential), and OSAB Recommendations <br />(recommended strategy/tool to add the parcel to Louisville's land portfolio). OSAB <br />understands that there are competing public interests and limited financial resources <br />which were not factored into their recommendations. The recommendations are not <br />intended to establish a sequential order, or mandate a fund reserve balance, but to <br />provide guidance in prioritizing OSAB purchases priorities should multiple opportunities <br />occur at one time. <br />If acquisition opportunities arise for additional properties not on this list, OSAB <br />welcomes the opportunity to provide input and feedback to City Council. <br />FISCAL IMPACT: <br />Contingent upon pending and future opportunities and fund reserves for acquisition. <br />CONCLUSION: <br />OSAB is seeking guidance to further refine the draft documents to help clarify OSAB <br />priorities to City Council. OSAB recommends that City Council and staff work <br />proactively to establish relationships with property owners, develop and manage funding <br />CITY COUNCIL COMMUNICATION <br />
