City Council Business Retention & Development Committee <br />Meeting Minutes <br />June 2, 2008 <br />Page 2 of 2 <br />Fleming added that the conversations were very informative and that being there was <br />very useful for the City's business relationships. <br />2008 COMPREHENSIVE PLAN UPDATE -DISCUSSION/DIRECTION <br />Wood stated that the Comprehensive Plan (Comp Plan) was approved in 2005 and is to <br />be updated this year. He noted he was asking BRaD for direction on economic <br />development in general throughout the Comp Plan as well as specifically regarding the <br />language in Chapter 3-25. <br />Wood summarized each opportunity area noted in the Comp Plan. Comments from <br />BRaD members and others in attendance included the following: <br />Opportunity Area #1-North Louisville <br />Michael Menaker, 1127 West Choke Cherry Drive -Traffic signals are needed at <br />Paschal Drive and Hecla Drive. <br />Jay Keany, 1488 Wilson Place -should encourage trail connections to the downtown <br />from the development to the north. <br />Opportunity Area #2 -Downtown <br />Menaker -There needs to be restrooms for the public in the area near the transit <br />station. We need to be sure to continue to have a location for the Street Faire if the <br />Steinbaugh Pavilion is no longer available. UVe need to look at the FAR allotment for <br />downtown so that we still have available room for growth. <br />Keany -Oppose extending the commercial district north of South Street. We would <br />lose the downtown feel if we did so. Building or renovating commercial buildings so <br />they retain a residential feel may be an option in this area. <br />Lathrop -The area surrounding the grain elevator south of downtown needs to be an <br />entryway into downtown. <br />Opportunity Area #3 - CTC <br />Lathrop -Needs better connections to downtown. <br />Opportunity Area #4 -Conoco-Philips Site/Monarch High School/Avista Hospital <br />Sackett -The hospital would like an access ramp at 88th Street to US 36. <br />Hogan will work on some draft language to update Chapter 3-25 and present it to BRaD <br />for their consideration in their July meeting. <br />IMPACTS OF TRANSIT ORIENTED DEVELOPMENT (TOD) <br />ON DOWNTOWN DEVELOPMENT <br />Chris Gibbons, Director of Economic Development, City of Littleton, joined the group to <br />relate his experiences in Littleton with their TOD area. Members took a walking tour of <br />the TOD site with Gibbons. <br />Members returned to the Library meeting room for a short, informal discussion with <br />Gibbons about the potential positive and negative issues related to TOD development. <br />The meeting adjourned at 11:15 AM. <br />
