City Council <br />Meeting Minutes <br />June 3, 2008 <br />Page 10 of 11 <br />Staff recommended Council authorize the publication of the notice the City <br />intends to require City residents to use selected waste disposal services or pay a <br />fee for such services and to provide written notice to private persons providing <br />waste services in the City. <br />City Manager Fleming outlined the objectives of this program are to reduce the <br />cost of trash collection, reduce the number of trucks on the street, reduce the <br />wear and tear on the City streets, anid reduce pollution and noise. <br />Mayor Sisk requested public comment. <br />Steve Costello, 902 Grove Drive, Louisville, CO noted his surprise over the single <br />trash collection hauler proposal. He stated the citizen survey asked residents <br />whether they would support a single trash collection hauler proposal. He stated <br />the survey went out last week and the citizen's opinion on the issue has not been <br />analyzed. He felt the proposal is punishing the citizens' who already recycle. He <br />stated under the current draft prapo:>al all businesses and Home Owner's <br />Associations are exempt. He felt thf: proposal creates a monopoly. <br />COUNCIL COMMENT <br />Mayor Sisk stated there will be marry opportunities for public comment and <br />explained the notice is merely a prerequisite to begin the process. <br />Councilor Sackett asked if the City has notified the Home Owner's Associations <br />(HOA's). City Manager Fleming stated they have not initiated contact with the <br />HOA's. He explained they are following Lafayette's model for a single trash <br />collection proposal. He noted the current draft proposal provides for HOA's to opt <br />out of the single hauler proposal. <br />Mayor Pro Tem Marsella asked Public Works Director Phare to outline the public <br />involvement process. Public Works Director Phare explained in July and August, <br />the City proposes to have informal open houses to provide information and <br />gather comments from the public. T'he Louisville Resource and Conservation <br />Board will be involved in the public innvolvement process. There will also be <br />information on the City's Web Page and a telephone hot-line will be set up. <br />City Manager Fleming noted there was a question on the citizen survey, which <br />asks residents if they support a single trash collection hauler proposal.
