City Council <br />Meeting Minutes <br />September 2, 2008 <br />Page 12 of 13 <br />promoting development efforts within the urban renewal area through 2009. <br />Revenues are projected at $20,000„ thus the $115,000 request is a contribution <br />from the City's General Fund budget. If further development of the County <br />valuation numbers project higher property tax TIF, the budget can be reviewed. <br />Mayor Sisk requested public comment. There were no comments. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Marsella asked if the $125,000 is anticipated for the Economic <br />Development Consultants. City Manager Fleming noted that a portion would be <br />and it would also cover design work for the Post Office Building redevelopment <br />and other consulting assistance needed to promote redevelopment in the urban <br />renewal area. Assistant City Manager Balser reminded Council this amount can <br />be paid back with TIF revenues. <br />Councilor Muckle supported approval of the LRC budget after the City budget <br />process. City Attorney Light explainE;d the Cooperation Agreement stipulates the <br />LRC will provide a budget in September in advance of the City's budget. <br />Councilor Sackett stressed the importance of providing the LRC with the tools to <br />proceed. Mayor Sisk agreed and noted it is important to provide the LRC seed <br />money. He opposed micromanaging the Commission and supported the LRC's <br />2009 budget request. <br />MOTION: Councilor Sackett moved to approve the Revitalization Commission <br />2009 budget request in the amount of $135,000, seconded by Councilor Dalton <br />Roll call vote was taken. The motion carried by a vote of 6-1. Councilor Muckle <br />voted no. <br />ORDINANCE No. 1541, SERIES 2008 - AN ORDINANCE AMENDING <br />SECTION 5.08 OF THE LOUISVILLE MUNICIPAL CODE TO INCREASE THE <br />APPLICATION FEES FOR NEW LIQUOR LICENSES, TO IMPLEMENT A <br />SPECIAL EVENTS PERMIT APPLICATION FEE, AND TO AUTHORIZE THE <br />LOUISVILLE LOCAL LICENSING AUTHORITY TO ISSUE ART GALLERY <br />PERMITS ALLOWING ART GALLERIES TO OFFER COMPLIMENTARY <br />ALCOHOL BEVERAGES -1St Reading -Set Public Hearing 09/16/08 <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1541, Series 2008. <br />MOTION: Mayor Sisk moved to approve Ordinance No. 1541, Series 2008 on <br />first reading, send it out for publication and set a public hearing for September <br />16, 2008, seconded by Councilor Clabots. All in favor. <br />
