Exhibit A <br />Louisville City Council <br />Louisville <br />Colorado <br />Dear City Councilmembers: <br />Mrs. Ardyth Sohn <br />860 W. Oak Court <br />Louisville, Colorado 800?_7 <br />May 1, 1984 <br />As parents, my neighbors and I arE~ concerned about the safe crossing of <br />South Boulder Road by children living in Mesa Point, Continental View <br />Estates and Hillsborough West subdivisions. The City Council must take <br />immediate action to provide a safE~, permanent solution to the problem. <br />The following should be considered: <br />1. Coal Creek School--Because this school will service children on both sides <br />of the road there will be crossing on a regular basis. I invite. <br />Councilmembers to monitor the i:raffic flow between 7:30-8 a.m. and then <br />calculate for yourselves how a 6-year-old will negotiate the road. <br />Because schools become community centers and provide a magnet effect <br />the problem is not only a school hour problem. Children will want to <br />visit friends on the other sidE~ of the road and there will be sports <br />practice and other events scheduled for the school yard during non school <br />hours. A temporary solution during school hours like busing or a <br />crossing guard will not be enough. <br />2. Carnival Park--Because there i:~ no park or other recreation facility on <br />the north side of the road children living there will be crossing or. <br />a regular basis to use the one park that is available. <br />This seems like an appropriate time for the City to take action. The School <br />is not yet completed (but will be done in the next few months}, and the <br />County Commissioners are anticipai:ing work on South Boulder Road shortly. <br />While any solution will cost money, it seems most economical for the <br />City to work with the County and i~he School district who must also share <br />responsibility for a solution that: affects so many taxpayers. There <br />is precedent for the School distract to work with city governments on <br />solutions to such problems and thE~ County worked with Boulder on the 7th <br />Street project. However, it must be the city of Louisville that initiates <br />this action and coordination. <br />The ideal solution would be a permanent overhead walkway with bike paths <br />that would unite the community on the Mesa. While a stop light could work, <br />because of the hill effect there :is a good possibility cars would come over <br />the hill not expecting to stop or be temporarily blinded by rising or <br />setting sun light. <br />I know there are financial and aesthetic concerns. However, all that <br />pales when one considers how we would all feel when a tragedy occurs and <br />we realize if we had not been cheap or short sighted it could have been <br />prevented.
