2/7/84
Page -2-
garding issues that are ongoing and our
City is still involved in continuing ne-
gotiations. It was felt that the Task
Force really didn't have the legitimacy to
deal with that area. They felt their role
was as the Mayor's "charges." Now feel
this role is changing, as most members
are concerned citizens of Louisville and
have a stake in the future of our City.
Mr. Topf introduced Richard Ackerman,
Vice Chairman of the Mayor's Task Force.
Richard Ackerman Mr. Ackerman stated that he wished to share
Comp Plan and Services with council what the subcommittees on the
comp plan and services have done. He
quoted from their report, some of their
general findings, and asked councilmembers
to keep in mind that this was not the final
word but a part of the educational process,
and has resulted in more questions than
conclusions.
"It is our feeling that every City needs
a comprehensive growth management plan.
A good plan would provide guidelines for
everyone concerned - City Councils, property
owners, developers and newcomers. It will
sa.y to everyone - this is our City this
is how we want it to grow; why?, and this
is what we want for the future. It will
lead the type of growth that will provide
the quality of life desired by the community
as~ a whole. It seems to us that our com-
prehensive plan doesn't do this. Louisville's
approach to comprehensive planning em-
pr~asizes the P.U.D. review process. It
is, during the negotiating period between
tY.~e then current City Council and the
dE:veloper. Had many questions such as
he>using mix, density, open space, thorough-
fares, bikeways, etc. The current approach
is. purposefully flexible, supposedly to
mE~et the changing views of the citizenery,
the growth opportunities; but it doesn't
kE~ep us focused on specific goals for the
future. Therefore we seem to be addressing
tYie growth issue on a piecemeal basis. The
council is having to react. individual
occurrences rather than developing an overall
picture of where we want to be.
