2/7/84 <br />Page -2- <br />garding issues that are ongoing and our <br />City is still involved in continuing ne- <br />gotiations. It was felt that the Task <br />Force really didn't have the legitimacy to <br />deal with that area. They felt their role <br />was as the Mayor's "charges." Now feel <br />this role is changing, as most members <br />are concerned citizens of Louisville and <br />have a stake in the future of our City. <br />Mr. Topf introduced Richard Ackerman, <br />Vice Chairman of the Mayor's Task Force. <br />Richard Ackerman Mr. Ackerman stated that he wished to share <br />Comp Plan and Services with council what the subcommittees on the <br />comp plan and services have done. He <br />quoted from their report, some of their <br />general findings, and asked councilmembers <br />to keep in mind that this was not the final <br />word but a part of the educational process, <br />and has resulted in more questions than <br />conclusions. <br />"It is our feeling that every City needs <br />a comprehensive growth management plan. <br />A good plan would provide guidelines for <br />everyone concerned - City Councils, property <br />owners, developers and newcomers. It will <br />sa.y to everyone - this is our City this <br />is how we want it to grow; why?, and this <br />is what we want for the future. It will <br />lead the type of growth that will provide <br />the quality of life desired by the community <br />as~ a whole. It seems to us that our com- <br />prehensive plan doesn't do this. Louisville's <br />approach to comprehensive planning em- <br />pr~asizes the P.U.D. review process. It <br />is, during the negotiating period between <br />tY.~e then current City Council and the <br />dE:veloper. Had many questions such as <br />he>using mix, density, open space, thorough- <br />fares, bikeways, etc. The current approach <br />is. purposefully flexible, supposedly to <br />mE~et the changing views of the citizenery, <br />the growth opportunities; but it doesn't <br />kE~ep us focused on specific goals for the <br />future. Therefore we seem to be addressing <br />tYie growth issue on a piecemeal basis. The <br />council is having to react. individual <br />occurrences rather than developing an overall <br />picture of where we want to be. <br />
