7/17/84 Page -5- <br />The usage target is 3.O MGD, and for the past <br />7-10 days this has been maintained. However <br />in Wards I and II there were several cycles <br />where the demand was only 2.7 MGD and he <br />attributed that to pressure problems on the <br />top of the hill and one factor is that the <br />pumps are not able to handle the demand until <br />construction is finished. Another factor, <br />Mr. Kasch felt was causing the problem is <br />that some folks are watering when they shouldn't <br />be. He suggested that the watering hours <br />for the prople in Conti rental View Estates, <br />Mesa Point, and Hillsboro West be made more <br />flexibile so that water distribution is equit- <br />able. He didn't want to get into the situation <br />whereby loosing up the high zone that we might <br />be inferring to everyone else that the situ- <br />ation has eased, which it has not. In the <br />past few days demand has gone to 3.3MGD and <br />could go to 3.4 MGD and this could cause an <br />alert situation again. Mr. Kasch suggested <br />that the people with automatic systems in <br />the high zone be able to water from 2 - 5 A.M. <br />Councilman Cussen Commented the suggestion that people in the <br />high zone on automatic sprinklers water from <br />2-5:00 A.M. was a good one; but others should <br />strictly adhere to the 3-2-1 OFF system. He <br />also recommended that Chief Leesman be author- <br />ized to ticket offenders immediately. Mr. <br />Cussen stated that in riding around town he <br />was appalled at the number of people that <br />were watering all hours of the day. <br />Councilman Leary Verified with Mr. Kasch that the pressure <br />problem was independent of the overall water <br />problem. Mr. Leary didn't think that the <br />2-5:00 A.M. sprinkling hours for people with <br />automatic sprinklers would solve the problem, <br />and. would create a greater enforcement problem. <br />It was his suggestion that perhaps they be <br />allowed to water during the visible part of <br />the day, i.e. 2-5:00 P.M. <br />Councilwoman Johnson Commented that she felt there should be <br />stricter enforcement with higher fines issued <br />to the non-compliance water users. Also she <br />had had several calls about people washing <br />their cars. <br />;ouncilwoman Morris Stated people in the Hillsboro West area <br />where she lives are frustrated and the pressure <br />is very low; sometimes the water is completely <br />
