Historic Preservation Commission <br />Meeting Minutes <br />September 18, 2017 <br />Page 8 of 8 <br />Trice suggested combining questions two and four to point out the voluntary nature of the <br />Commission and the Board. <br />Ulm added that the second question is trying to ask about educating people about the program <br />and the opportunities that the City provides. He suggested a question such as, "What are your <br />thoughts about disseminating information about historic preservation?" <br />ITEMS FROM STAFF <br />Demolition/Alteration Certificate Updates and Upcoming Schedule <br />Trice stated that she could answer any questions about recent and upcoming demolitions and <br />about the Commission's upcoming schedule. She stated that on September 23rd Chuck Thomas <br />would be leading a walking tour and that the next two HPC meetings were October 16th and <br />November 20th, the week of Thanksgiving. <br />Fahey asked for clarification from staff on what decisions the HPC actually makes in its quasi- <br />judicial capacity and what decisions the Council can overrule without going to court. <br />Trice stated that each situation was different. Board of Adjustment rulings were appealed to the <br />district court. HPC decisions are usually referred to Council, but that staff could provide <br />clarification. <br />Fahey asked if HPC was just an advisory board. <br />Koertje stated that for demolition review, the Commission was quasi-judicial. <br />Chuck Thomas stated that it was not uncommon for appeals to be made to Council. <br />Trice asked if the Commission could wait until quasi-judicial training in January for the answer. <br />Fahey stated that it could wait until January training. <br />Chuck Thomas stated that at their recent meeting, the Historical Commission discussed the <br />construction of the new museum facility between the two existing historical structures. The <br />question came up about if it would be possible to expand a basement for future storage space <br />for places like libraries and museums. The response from the architect's representative was that <br />basements could not be added to historic structures, but Thomas did not think that was true. <br />Trice stated that she and museum staff had discussed the issue. <br />DISCUSSION ITEMS FOR NEXT MEETING <br />None. <br />Adjourn: <br />Fahey made a motion to adjourn the meeting. Motion was seconded by Cyndi Thomas. <br />The meeting was adjourned at 7:30 PM. <br />
