Open Space Advisory Board
Minutes
October 11th, 2017
review all the current plans and suggestions, so they would see the Wayfinding Plan and
its crossing location. Jeff said that the City wants to apply for a grant for a transportation
master plan as well. Jim asked if the crossing suggestion is just for an underpass or if it
could include a pedestrian bridge. Jeff said all options would be on the table.
A citizen named Carlos Hernandez (795 Bluestem Lane) spoke to the board. He
is from the South Boulder Rd. Underpass Working Group, a group of citizens, trying to
get people engaged in government and working on City issues. There are 50 people
active in that group. They will have a meeting at the Library next Monday from 6-7:15.
He said that there are two potential underpasses suggested on the City's South Boulder
Rd. Small Area Plan: one at Via Appia and one at Main Street. He felt that OSAB's letter
is critical. The proposed study would identify where the utilities and the engineering
would be, which will inform the feasibly of different locations. He wanted to thank the
Board for their support in this letter. He wanted all of the potential underpass locations
to be given fair consideration.
Fiona suggested the addition of "to/from" to the wording of the second bullet list.
Jim commented that he wants to see safe crossing at South Boulder Rd. Fiona noted
that the current pedestrian crossings slow car traffic. Jim made a motion to approve the
letter, with Fiona's small edit. Fiona seconded. The motion passed unanimously.
XI. Discussions Items for the Next Meeting on Wednesday, November 8th -
A. Jeff asked for OSAB to discuss solutions to the Davidson Mesa Dog Off -leash
Area's long-term maintenance and habitat impact issues, with a range of options.
B. A discussion of leadership roles in OSAB.
XII. Adjourn -
The meeting adjourned at 9:00 pm.
6
