Louisville <br />COLORADO • S1NC N ; <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 11 <br />SUBJECT: <br />DATE: <br />DISCUSSION — DRAFT PUBLIC ART POLICY <br />NOVEMBER 14, 2017 <br />PRESENTED BY: KATIE ZOSS, CULTURAL ARTS/SPECIAL EVENT COORDINATOR <br />SUMMARY: <br />The goal of the future Public Art Policy is to establish a process by which the City of <br />Louisville can manage new and existing public art. It seeks to create a policy that <br />applies the best practices for Public Art projects. <br />The draft policy utilizes the Louisville Cultural Council in an advisory capacity to <br />evaluate public art installations, ensure that proper public notice is given and to <br />recommend the adoption of specific public art installations to City Council. <br />BACKGROUND: <br />The City of Louisville's Comprehensive Plan was adopted in May of 2013. The Plan <br />includes support for public art initiatives in the Downtown and the Highway 42 <br />Revitalization District as well as McCaslin Boulevard. Additionally, the plan highlights <br />the importance of public art under the Community Services Principle 6: Arts and <br />Culture. The Comprehensive Plan Policy CS -6.1 lays out the City of Louisville's <br />intention to "Create a stimulating visual environment through the public and private <br />artwork programs, and create a greater understanding and appreciation of art and <br />artists through community dialogue, education and involvement." <br />At the direction of the 2013 City of Louisville Comprehensive Plan, a Cultural Arts <br />Master Plan (CAMP) was created and approved by City Council in April of 2017. Public <br />Art was identified as a high priority of the plan. In surveys conducted while researching <br />the CAMP, 89% of respondents affirmed that they would like to see more artwork <br />installed in the public right of way. The CAMP called for the City to expand public art in <br />new and existing public spaces. Towards that goal, the plan asked for the establishment <br />of a formal public art program. <br />The Public Art Policy draft currently under consideration was created following the <br />guidelines set out in the 2017 Cultural Arts Master Plan: <br />Goal 2: Provide diverse and engaging cultural activities in the City <br />1. Expand public art in new and existing public spaces. <br />a. Establish a formal public art program. <br />i.
