LCC Minutes from Oct. 19, 2017 <br />Blake, Liz, Tammy, Sean, Adam, Debbie. Liz: notetaker. <br />Chris Leh arrived later <br />Waited for a Quorum. Started at 6:41 pm. <br />Agenda and minutes approved. <br />Treasurer and City Council rep. not in attendance at this time. <br />City Council rep. appeared at 6:51 pm. <br />SCFD grant reception attended by Debbie and Angie. Debbie brought check <br />awarded for $1,784.44, Tier 3. Final Grant report is due Feb. 16, 2018 <br />SCFD pins were distributed to LCC. <br />Public Art Policy in finalized draft was presented by Katie Zoss. <br />Policy addresses criteria and process for acquiring and maintaining art on city <br />property. It does not address any artwork on private property. It also does not at <br />this time include a funding policy. <br />Presently, the idea is for the LCC to be in an advisory capacity of finding and vetting <br />artwork, and the city council would review and have the final say. Some debate <br />ensued on the approval process and Chris Leh, having just arrived, stated that the <br />City would want to weigh in. It is not a "money issue" but a "First Amendment" <br />issue. <br />Katie clarified that of her "Guiding Principles" we would say "1 or more of these <br />qualities" so that we have some flexibility. Further discussed "values" section. <br />"Public Notice", which include posting the proposed artwork on the city and <br />perhaps LCC website, be in the monthly packet and signage at the site for 15 days <br />prior to the hearing scheduled for public comments. Online, a reference to where <br />to find the "Criteria" would be helpful, a member noted. <br />All sculptures would be added to the city's insurance policy. City would also cover <br />cost of de -accessing and appraisals of art. Chris Leh advised Katie to run the policy <br />by Sam , the lawyer. It will be reviewed at a city study session on Nov. 14th, at <br />7 pm. Approval process is slated for Nov. 28th <br />LCC on verge of purchasing dancing girl with flute for approximately $12,500. <br />Sculpture #2 out of 8 for Community Park. <br />Programming: Press releases on twin science lectures and Boulder Chorale <br />Chamber singers are completed by Liz, but Debbie needs to add a detail to the <br />science PR. Blake awaiting these releases for posters to go up Friday, Oct. 27th <br />Liz sent info to Adam for Facebook. <br />
