Louisville City Council Meeting <br />August 12, 2003 <br />Page 2 of 3 <br /> REGULAR BUSINESS <br /> <br />AWARD BID TO FCI CONSTRUCTORS, INC., FOR CONSTRUCTION OF <br /> LOUISVILLE POLICE AND MUNICIPAL COURT BUILDING <br /> <br />Davidson called for Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reviewed that in early July the City issued an invitation <br />to bid to eight pre-qualified contractors for the new Louisville Police/Municipal Court <br />facility construction. The eight pre-qualified contractors were selected from a group of <br />twenty-eight contractors submitting qualifications for the project. The selection was <br />based on experience of a similar nature in Colorado and County, including projects of a <br />similar size and contract amount and construction of public safety operation facilities. <br />On Monday, July 25, seven bids were received, with FCI Constructors submitting the <br />lowest base bid of $2,937,000. Adding seven alternates, FCI maintained the low bid of <br />$2,965,925. Staff contacted municipalities where similar work has been completed and <br />received very favorable recommendations for FCI. The bid was to complete the project <br />within 365 days and FCI's proposal is to complete the work within 330 days. <br /> <br />Boyd explained the total project budget approved by Council in the 2003 budget is <br />$3,899,000, including design fees. The construction contract amount is $2,965,925 and <br />staff recommends approval of a contingency amount of 10% on the base amount <br />($293,700), which would bring the total to $3,259,625. Design fees are $258,400, for a <br />total project cost of $3,490,000. <br /> <br />Boyd explained that based on comments from the engineering department, Staffhas <br />requested a proposal from the project's civil engineers to re-evaluate the drawings for <br />sanitary and storm sewer. A proposal for engineering the dedicated right turn lane east of <br />the McCaslin/Via Appia intersection is also being requested. She explained the changes <br />for sewer would lower the contract amount and the right-turn lane with sidewalk and <br />landscaping would increase it. Staff recommends the Council approve the contract for <br />construction of the Police Department/Municipal Court building with FCI Constructors, <br />Inc. in the total amount of $2,965,925 and requests that the total project amount be <br />authorized at $3,259,625, which includes the 10% contingency. <br /> <br />Keany reported the Police Committee was pleased with the bids. <br /> <br />MOTION: Keany moved that Council award the bid to FCI Constructors, Inc., for the <br />construction of Louisville Police and Municipal Court building, seconded by Levihn. <br />Roll call vote was taken. The motion passed by a vote of 5-0.
