TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: SEPTEMBER 9, 2008 <br />SUBJECT: UPDATE/DISCUSSION -LOUISVILLE CEMETERY MASTER PLAN <br />ORIGINATING DEPARTMENT: PARKS & RECREATION <br />SUMMARY: <br />The Louisville Cemetery is in need of expansion. Currently, approximately 150 plots are <br />available throughout the cemetery grounds. With average annual sales of 30 plots, the <br />cemetery could run out of burial sites within a 5-year period. One immediate concern is the <br />ability to offer valued alternatives for our citizens, especially those attempting to purchase two <br />or more plots together. Options may diminish rapidly if the City does not expand the Cemetery. <br />In an effort to appropriately plan for expansion while preserving the historic character of the <br />Louisville Cemetery, the City of Louisville retained the services of McMenamin & Associates <br />and Cemetery Planning Resource Alliance (CPRA) Studio to develop a Master Plan for the <br />Cemetery. The Master Plan will guide future site development and sustain the rural integrity <br />and character of the cemetery as it currently exists. <br />The design team began work in April and along the way, met with staff teams, presented at a <br />Historic Preservation Commission meeting, and hosted a Public Open House to gather input <br />from local veteran's groups and the public. The accompanying draft plan and report is a <br />culmination all these meetings accompanied by research, trends and projected needs as <br />Louisville and the nation continues to age. <br />In conjunction with adoption of the Master Plan, the following issues relating to the cemetery <br />are also being pursued: <br />- Updating Cemetery Rules & Regulations. Staff propose an amendment to the code be <br />adopted giving the Director of Parks and Recreation authorization to approve updates. <br />o The Rules & Regulations have not been updated since 1992. Examples of <br />necessary updates include changes to the repurchasing policy, updating the <br />Department name & updating interment material standards and burial marker <br />standards. <br />- Use of the Perpetual Care Fund. Staff is reviewing the possibility of using the Perpetual <br />Care Fund to assist in funding the expansion and improvements. <br />SUBJECT UPDATE/DISCUSSION -LOUISVILLE AGENDA ITEM <br />CEMETERY MASTER PLAN <br />
