Open Space Advisory Board
Minutes
January 10th, 2017
VIII. Introduction of OSAB Members
A. The two new board members introduced themselves. David Blankinship has
lived in Louisville for five years and in the area for 22 years. He currently lives in Steel
Ranch, where he was the HOA board president for 3 years. He has served with the
Boulder County Trail Coalition and the Boulder Bike Alliance. He works for a software
company. Peter Gowan's background is in hydrology and natural resource management.
He has worked at EPA and BLM as a hydrologist. He has a law degree and worked in
administrative law for the Colorado Oil and Gas Conservation Coalition. He is retired
now. He has joined as a way to serve the community.
B. The current members introduced themselves and gave their backgrounds.
They also shared advice and what they found challenging and/or rewarding about
volunteering on OSAB.
C. Helen asked if the new members would volunteer to be mentors for the new
members. Fiona, Helen, Jim, and Laura all volunteered. David and Peter were both
interested. Helen promised to follow up. Mike reminded the board that one-on-one
communication is allowed and does not violated open meeting rules.
IX. Discussion Item: 2018 Housekeeping
A. Ember passed around the official list of board members' contact information,
so members could check it for errors.
B. The board was asked to approve a list of locations for posting "Notices of
Public Meetings" for 2018. The list was:
1. City Hall, 749 Main Street
2. Library, 951 Spruce Street
3. Recreation/Senior Center, 900 Via Appia
4. Police Department/Municipal Court, 992 Via Appia
5. City website: www.LouisvilleCO.gov
Peter moved to approve these locations, Missy seconded. The motion passed
unanimously.
C. The board members were asked to confirm their receipt of the 2018 Open
Government & Ethic Pamphlet. Everyone received it in the meeting packet. Helen
cautioned the board members that they are bound to follow those rules and there will be
formal training.
D. The board reviewed the meeting schedule for 2018, looking for holidays and
other conflicts. It was noted that the February meeting is scheduled for February 14th
(Valentine's Day), which was not a concern to the board members. Ember noted that
the Library meeting room won't be available in April. That meeting will probably be held
at the City Services Building.
E. The board then held elections for OSAB chair, vice -chair, and secretary.
Helen nominated Laura Scott Denton for chair. Mike seconded. There were no other
nominations. The vote passed unanimously. Laura nominated Helen as vice -chair.
Missy seconded. Helen asked to serve only one year. There were no other
nominations. The vote passed unanimously. Jim nominated Fiona as secretary. Fiona
cautioned that her notes would likely be more summary -based that Laura's have been,
and expressed her concern that she would not be able to participate in meetings as fully,
were she secretary. Laura suggested that the board not burden Fiona with taking notes
every meeting, but maybe she could be the one in charge of making sure someone
takes the notes. Helen seconded Fiona's nomination. There were no other
nominations. The vote passed unanimously.
