Louisville City Council Meeting <br />September 2, 2003 <br />Page 2 of 9 <br /> <br />Approval of the 2003 Household Hazardous Waste Intergovernmental <br />Agreement <br /> <br />Council member Sisk arrived at the meeting at 7:02 p.m. <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />Frosty Woolridge, 1458 Ford Place, Louisville, CO, addressed immigration and the <br />overpopulation problem in American and urged Council to adopt legislation. <br /> <br />Doug Grinsberg, 530 W. Sycamore Circle, Louisville, CO, addressed the light spillage <br />problem from commercial property and urged Council to adopt an ordinance similar to <br />the City of Boulders'. He stated the ordinance should address the lighting and glare. <br /> <br />Rhonda Grassi, 916 Main Street, Louisville, Colorado, addressed a problem with the <br />Louisville Planning Department. She owns the residential property at 824 South Street, <br />which is in downtown area. It is her intent to rent the property to a tenant who desired to <br />live in the home and operate a business. City Planner, Jeff Martel, indicated that type of <br />use was not permitted in the downtown area. She stated Martel did not cite .any code or <br />offer any explanation why the property could not operate as a home and a business. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br /> THE AGENDA <br /> <br />Davidson thanked everyone who worked to make the Fall Festival a success. He asked <br />Planning Director Paul Wood to respond to the issue raised by Grassi. Wood explained <br />City Planner Jeff Martel met with the prospective tenant on Thursday, August 28th and <br />gave the gentleman a correct answer. The property is zoned commercial with a single- <br />family use. Wood sent a letter to Grassi in May of 2001, clarifying the property was an <br />illegal non-conforming use of residential. If the property were converted to commercial, <br />it would have to be compliant to the Louisville Municipal Code, which does not allow a <br />single-family dwelling unit to occupy the same building as retail sales. He reiterated that <br />Mr. Martel gave a correct answer to the prospective tenant. <br /> <br />Sisk addressed the immigration and overpopulation issues raised by Mr. Woolridge. He <br />stated he was offended by the written information presented and found it to be racial, and <br />discriminatory against Hispanics.
