City Council <br />Meeting Minutes <br />May 10, 2016 <br />Page 9 of 10 <br />Councilmember Lipton asked for a future conversation. on how the City's pay plan meets <br />the livable wage concerns, he stated a break down on classifications and wage ranges. <br />would be useful.. Deputy City Manager Balser noted that Boulder is doing a lot of work in <br />this area and we will be able to use that information. City Manager Fleming noted wage <br />compression needs to be taken into consideration as well. Councilmember Lipton stated <br />he would be interested in seeing what Boulder comes up with. <br />Human Resources Director Hix reviewed the City's employee benefits. <br />Related to compensation and benefits staff asks these seven questions annually: <br />1. What cities make up our labor market and where do we compete for talent? <br />2. How competitive do we want/need to be? <br />3. What do employees look for when searching/staying at an organization? <br />4. What is it that we want to reward in this organization? <br />5. Is NOW the right time to change our pay philosophy? <br />6. Can we afford this? <br />7. What could go wrong or what outcomes are we unprepared to deal with if we <br />make changes? <br />Mayor Pro Tern Lipton asked if we have looked at Ecopasses for erployees. Deputy <br />City Manager Balser noted we did offer it previously through a County grant program, <br />but it is expensive and the use rate was not particularly high. The program requires the <br />City pay for all employees even if only a few are using it. Councilmember Stolzmann. <br />suggested the City only buy passes for those who might use it. <br />Human Resources Director Hix noted Louisville's benefits are really about the same as <br />all of our comparable cities. If we want to stand out we would have to do something very <br />different. <br />Councilmember Lipton asked how we are doing at retaining employees. Human <br />Resources Director Hix stated it is up for various reasons, not all related specifically to <br />Louisville and is a bit higher than we like. <br />Councilmember Stolzmann asked how many employees make under $15 and how <br />much would it cost to raise those employees to $15. Human Resources Director Hix. <br />stated 190 employees or 43%, make less than $15, which is all of the part-time <br />employees except two. Raising all of them to $15 would cost between $275,000 to <br />$300,000. <br />Councilmember Keany asked if that includes payments to. Medicare and Social Security. <br />Human Resources Director Hix stated it does not, that would be an additional cost_ <br />29 <br />
