2. Group R-3 and R-4 occupancies. Basements and sleeping <br />rooms below the fourth story above grade plane shall have not fewer than one <br />exterior emergency escape and rescue opening in accordance with this section. <br />Where basements contain one or more sleeping rooms, emergency escape and <br />rescue openings shall be required in each sleeping room, but shall not be required <br />in adjoining areas of the basement. Such openings shall open directly into a public <br />way or to a yard or court that opens to a public way. <br />3. Exceptions: Basements with a ceiling height of less than 80 <br />inches (2032 mm) shall not be required to have emergency escape and rescue <br />openings. Emergency escape and rescue openings are not required from <br />basements or sleeping rooms that have an exit door or exit access door that opens <br />directly into a public way or to a yard, court or exterior exit balcony that opens to <br />a public way. Basements without habitable spaces and having not more than 200 <br />square feet (18.6 m2) in floor area shall not be required to have emergency escape <br />and rescue openings. <br />Sec.15.04.100.- Section 1604.8.3 amended —Decks. <br />Section 1604.8.3 of the 2018 International Building Code is amended to <br />read as follows: <br />1604.8.3 Decks. Decks that are structurally supported from an existing <br />structure shall be engineered by a structural engineer that is licensed with the <br />State of Colorado. Where supported by attachment to an exterior wall, decks shall <br />be positively anchored to the primary structure and designed for both vertical and <br />lateral loads as applicable. Such attachment shall not be accomplished by the use <br />of toenails or nails subject to withdrawal. Where positive connection to the <br />primary building structure cannot be verified during inspection, decks shall be <br />self-supporting. Connections of decks with cantilevered framing members to <br />exterior walls or other framing members shall be designed for both of the <br />following: <br />1. The reactions resulting from the dead load and live load <br />specified in Table 1607.1, or the snow load specified in Section 1608, in <br />accordance with Section 1605, acting on all portions of the deck. <br />2. The reactions resulting from the dead load and live load <br />specified in Table 1607.1, or the snow load specified in Section 1608, in <br />accordance with Section 1605, acting on the cantilevered portion of the deck, and <br />no live load or snow load on the remaining portion of the deck. <br />Sec. 15.04.110. - Section 1609.3.2 added —Wind loads. <br />The following Section 1609.3.2 is added to the 2018 International Building Code: <br />Ordinance No. 1764, Series 2018 <br />Page 5 of 37 <br />
